NEWMAN, Ill. (WCIA) — While Halloween typically conjures images of children collecting candy, the ongoing government shutdown has prompted one Central Illinois community to shift its focus to supporting families during this festive season.

In an innovative move, the City of Newman is encouraging residents to distribute non-perishable food items to trick-or-treaters this year.
