Man Arrested For 4th Time in a Week
Portsmouth Police Officers arrested a troubled homeless man twice over the weekend. This was the 4th time in 6 days he was taken into custody.
The first call came in just before 6 pm on Friday. A caller reported a man walking down Gallia Street near Taco Bell who appeared to be on drugs. Police took him into custody for disorderly conduct. Per the court, he was released the next morning.
Just after 1 am on Monday, a caller reported the same man had a seizure in the parking lot of the Save-A-Lot on Gallia. The man then got up and began stumbling around. Police took him into custody for probation violation and booked him into the Scioto County Jail once again.

This was his 7th arrest in the past month and his 13th arrest of 2022. The man frequently goes into businesses along Gallia Street and refuses to leave until the police arrive.
We told you last week how he went into a gas station and begged to be arrested. An officer attempted to get him to go into a rehab facility. However, he left almost immediately, only to be arrested for trespassing hours later. On multiple occasions, he’s made threats of suicide and been transported to SOMC. However, he is almost always released almost immediately onto the streets.
