Springfield Officials Unveil Ambitious Plan to Breathe New Life...

SPRINGFIELD, Ill. (WCIA) — In an effort to rejuvenate downtown Springfield, Illinois officials announced an ambitious new initiative on Tuesday designed to enhance tourism, stimulate business, and amplify entertainment options in the area.

The proposed legislation, Senate Bill (SB) 3499, introduced by State Senator Doris Turner (D-Springfield), seeks to establish the Capital Area Tourism Authority. This entity would be tasked with spearheading significant development projects within the capital city.

A Springfield resident has been charged with unauthorized entry into a building on the Illinois State Fairgrounds.

Key elements of the plan include a substantial $200 million investment, which will fund the development of a new full-service hotel and the expansion of the Bank of Springfield Center, a major hub for conventions and events.

Senator Turner highlighted that this initiative is the culmination of extensive planning and collaboration across various government levels over the years.

The legislation has backing from city, county and state leaders, including Springfield Mayor Misty Buscher and Sangamon County Board Chairman Andy Van Meter.

It has also garnered bipartisan support in the General Assembly. State Representative Mike Coffey Jr. (R-Springfield) said the measure signals a turning point for the city.

“This is not just a plan, it’s action,” Coffey said. “It’s jobs, growth, momentum and a clear signal that Springfield is open for business.”

The authority would be governed by a five-member board, with three members appointed by the Sangamon County Board, one by the Springfield City Council and one by the Springfield Metropolitan Exposition and Auditorium Authority.

Rather than raising taxes on residents, the bill relies on a financing structure tied to tourism.

Under the legislation, the Sangamon County Board would impose a hotel tax within a designated STAR bond district, a special zone used to fund major tourism and entertainment projects using future tax revenue.

Local sales tax revenue generated within the district would also help fund developments.

The authority would have broad powers to manage projects, including issuing bonds, entering contracts, accepting grants and collecting fees tied to properties.

For small business owners downtown, the proposal could bring much-needed foot traffic.

Monica Zanetti, owner of Wild Rose — a boutique featuring local artisans, said business has become more challenging as downtown activity has declined.

She pointed to the loss of key businesses, including Cafe Moxo, which relocated after a 2024 fire. Another “anchor” of downtown Zanetti said, Buzz Bomb Brewing Co, closed its doors permanently in December.

“I don’t want to see any more businesses closed, and I will do my best to promote and help everybody as much as I can,” Zanetti said.

Zanetti said when she first opened her shop six years ago, there were around 20 boutiques downtown. Now, that number has dropped to 10.

She believes a city with Springfield’s history should have a more vibrant downtown.

“We are the capital of Illinois,” she said. “It should be beautiful. It should be thriving with people downtown.”

However, she’s optimistic Turner’s plan can turn things around for her and her fellow business owners.

She said city and state officials have shown they care about their concerns.

“We give our all to what we do,” Zanetti said. “As a collective, we have been telling our politicians what we see, what could help and they are listening.”

State officials estimate Springfield generates about $600 million annually in tourism spending, producing roughly $18.8 million in tax revenue.

Turner’s legislation is not the only effort to revitalize downtown Springfield. The city is also currently building a transportation hub for bus and train services.

SB3499 is scheduled to be heard Thursday in the Senate Revenue Committee.
