TAMPA, Fla. (WFLA) — A bill was filed on Thursday that was inspired by a dog who was abandoned along I-75 during Hurricane Milton.

Trooper, the dog, was found by Florida Highway Patrol while hurricane evacuations were in effect.

He was discovered tied to a fence in water up to his chest, having been left for dead.

The Bill, coined “Trooper’s Law,” would further penalize those who abandon or neglect a dog that is restrained during a natural disaster.

According to a copy of the bill, confining any animal without sufficient water, food, or keeping them restrained without proper exercise is considered a misdemeanor.

This act would be punishable with jail time, a fine of up to $5,000, or in some cases both.

The bill would also make it that any person who abandons a restrained dog outside during a natural disaster commits a third-degree felony. This act is punishable by jail time, a fine of up to $10,000, or both.

If passed by both chambers of the Florida Legislature and signed by Gov. Ron DeSantis, the bill would take effect on Oct 1, 2025.
