NEW YORK – The United States has proposed creating a new “notification mechanism” to alert one another about artificial intelligence incidents that could pose national security risks, Treasury Secretary Scott Bessent said Sunday. The proposal emerged from weekend discussions ahead of a White House meeting this week between President Donald Trump and Chinese President Xi Jinping.
Speaking to reporters after meeting with Chinese Vice Premier He Lifeng in New York, Bessent said Washington and Beijing needed “a shared vision of common goals and common threats.” He said greater transparency between the world’s two leading AI powers was essential, particularly as artificial intelligence becomes an increasingly important cross-border activity.
Trump has opposed calls to curb the pace of AI development, arguing that slowing U.S. innovation could allow China to close the gap with American technology companies.
Bessent and U.S. Trade Representative Jamieson Greer appeared together Sunday night in the expansive lobby of JPMorgan Chase headquarters. They said the weekend meetings had established the foundation for Thursday’s talks between Trump and Xi, including plans to put into operation a new “Board of Trade” previously discussed by the two leaders during their meeting in Beijing in May.

“Today those notions have become reality,” Greer said.
The United States and China were also continuing negotiations over which “nonsensitive” products might qualify for reduced tariffs. Greer said the potential list could include consumer goods, agricultural products, energy supplies and medical devices.
