President Trump and Defense Secretary Pete Hegseth head to Quantico, Va., this morning to address military leaders from posts around the globe at an unprecedented gathering.

Hegseth, who has routinely emphasized prioritizing a “warrior ethos” within the Pentagon, last week abruptly ordered generals and admirals to attend the event, which quickly raised questions about what would be discussed. Trump over the weekend said he would attend, as well.

Mystery surrounds the meeting, though, with an unannounced agenda.

With a White House meeting on Monday yielding no deal that would keep the government open, and funding set to expire late Tuesday, a shutdown looks increasingly likely starting at midnight.

But Senate Democratic Leader Chuck Schumer (N.Y.) said a rift is emerging between Trump and GOP leaders in Congress about whether to use a short-term government funding bill to prevent health insurance premiums from soaring next year because of the expiration of enhanced subsidies at the end of this year.

Democrats are demanding an extension of the enhanced health insurance subsidies, as well as other health care provisions, in exchange for their votes to keep the government open.
