Thomas Fugate, 22, was chosen in May 2025 as the Head of the Center for Prevention Programs and Partnerships (CP3) within the Department of Homeland Security

He interned at the Heritage Foundation after earning a degree in Politics and Law from the University of Texas at San Antonio in 2024. He took over for Bill Braniff, who quit when the center’s personnel was reduced. Fugate had worked in an immigration office as a “special assistant” at the Department of Homeland Security. Additionally, he attended the 2024 Republican National Convention and worked on the Donald Trump presidential campaign.

He demonstrated his strong work ethic early on by working at a variety of professions, such as a grocery shop assistant and a gardener.

 

Fugate continued his study at the University of Texas at San Antonio (UTSA), where he graduated with degrees in business administration, politics, and law. His subsequent public service initiatives were made possible by his academic background.

Internships with institutions like The Borgen Project and The Heritage Foundation marked the beginning of Fugate’s career. He gained knowledge about advocacy and policy analysis as a result of these encounters. His participation in political campaigns helped him refine his organizational approach and public relations abilities.

After graduating from UTSA in May 2024, Fugate moved swiftly into the Immigration & Border Security division of the Department of Homeland Security as a special assistant.

 

He was appointed Director of the Department of Homeland Security’s Center for Prevention Programs and Partnerships (CP3) in May 2025 as a result of his effectiveness in this role. Fugate attracted national notice for his quick rise in federal service at the age of barely 22.

In his capacity as CP3 Director, Fugate is in charge of the country’s counterterrorism and targeted violence initiatives. To help communities fight hate-fueled violence and extremism, the center oversees a $18 million grant program. CP3 has been a key component of national security programs under his direction.

Fugate’s dedication to improving public safety and community resilience is demonstrated by the important policy decisions and the establishment of strategic collaborations across multiple sectors that have occurred during his time at CP3.

Since taking over as CP3’s leader, Fugate has contributed to a number of significant projects that have strengthened national security frameworks. To address the underlying causes of violence and extremism, he works to promote partnerships between federal agencies, local governments, and community organizations. Fugate’s strategy places a strong emphasis on prevention through resource allocation, outreach, and education.

Fugate’s quick ascent has been credited to his excellent work ethic and commitment to public service, even though he had little prior national security experience. The course of CP3 and its influence on national security policy are still being shaped by his leadership.
