New arrest made in Jacksonville store owner's death

Ilson Kim, 64, was a Jacksonville entrepreneur who was run over and killed trying to stop shoplifters at her Beauty Max store on Atlantic Boulevard.

Although one suspect skipped court after pleading guilty and remains on the lam, a new arrest has been made in December’s death of a Jacksonville store owner run over by shoplifters.

David Frederick Pulliam Jr., 29, was charged on April 10 with petty theft and resisting while committing theft, according to jail and court records. His bond was set at $100,000 and arraignment scheduled for May 7.

Tashina Renee Dobbins, 40, had been the only one of the three assailants arrested in the Dec. 6 death of 64-year-old Ilson Miriam Kim, who was run over by the getaway driver while trying to stop a shoplifting at her Atlantic Boulevard Beauty Max store.

Dobbins, who was charged with petty theft on Dec. 21, pleaded guilty and was supposed to be sentenced on March 31. She was instead a no-show and is being sought on a failure to appear charge, court records show.

There was no negotiated sentence, according to her plea proceedings. It was an open plea, meaning she would let the judge decide up to a maximum sentence of five years in prison and hope to get some leniency for not making the case go to trial. But there was also no mention of her showing remorse or cooperation in the investigation.

Since she pleaded guilty on Feb. 26, the judge allowed her to be released on her own recognizance to appear for her sentencing, and the prosecutor agreed to no longer request she wear a GPS ankle monitor until then, court records show.

For Pulliam, his charge of resisting while committing theft indicates he is accused of being the man Kim chased out of the store. His arrest report confirms this but doesn’t include much more information. It states police had a warrant for his arrest and were waiting for him to leave his home on Teeler Avenue when they took him into custody. Following some redactions, the report states a photographic lineup had been shown to an employee who was working at the store at the time of the incident.

What does Tashina Dobbins’ arrest report say?

Dobbins’ report states a man and woman arrived at the Beauty Max store in the same vehicle parked in a handicapped spot and were walking around inside for 20 minutes. The man is seen on security video running out with $289 worth of merchandise, and the woman casually walks out after Kim runs after him. The 64-year-old was struck by the vehicle backing out of the parking spot as the driver took off without Dobbins.

Security video shows her holding up her arms as if to say, “Where are you going?” according to the arrest report. “The female suspect does not provide aid to the victim as she walks past her in the roadway.” She is later seen on a nearby Walmart’s video being picked up by the suspect vehicle in the rear of the parking lot.

That led to her being identified and tracked down. “Although the female suspect did not physically remove merchandise from the store without paying for it, she did in fact work in concert with others to commit the theft,” her report states.

Sheriff’s Office Sgt. Steve Rudlaff said during the initial briefing to the media that there were three assailants, including one who was waiting in the getaway car. But neither the report nor the sergeant that night had any descriptions of them. Rudlaff did describe the vehicle as a dark-gray SUV.

Unlike some cases, the Sheriff’s Office did not publicize any video images referenced in the investigation.


Who was Ilson Kim?

Family and friends described Kim as hardworking, an entrepreneur, an anchor and a matriarch with grace and grit.

In the family’s initial statement, they said Kim left Korea in 1986 and immigrated to the United States hoping for better opportunities.

“Everything she accomplished in her life was through sheer grit and determination,” the family said. 

A GoFundMe further stated, “She taught her daughters the power of hard work, persistence, empathy and love; she exemplified these qualities with the grace and love she showed to others in her community on a daily basis.”

The family urged anyone who has information about the crime to speak with law enforcement or Crime Stoppers, which has offered a $3,000 reward for any tips that lead to arrests.
