HASKELL, Okla. (KFOR) – A man in Haskell, Oklahoma, called 911 after hearing a child outside in the cold begging to go back inside a residence.

Rhet Wike also captured video of the little girl standing outside in record-breaking freezing temperatures and wearing only pajamas.

The video showed the barefoot girl standing outside a door to the home, shifting back and forth from foot to foot on the cold ground, and repeatedly saying, “I’m cold. I’m cold.”

Wike said he got angry when he heard the foster father say to the girl that she needed to “stop whining.” Wike said the girl was outside for at least 10 minutes before police arrived.

Wike filed a report with Oklahoma Human Services, which released the following statement:

“The safety and well being of our state’s children, particularly those in foster care, are top priorities for Oklahoma Human Services. We are aware of this situation but are unable to offer additional details at this time. However, we want to reassure the public that all safety concerns related to this situation are being addressed.”

Haskell Police have reportedly recommended criminal charges to the Muskogee County District Attorney’s office.
