Former Councilman Arrested Over Rape Threats to Hooters Worker

A former Alabama city councilman allegedly made a series of disturbing threats at a Hooters restaurant, including graphic claims about raping “little girls” and killing people.

William Carroll Jr., 56, faces two counts of second-degree making a terrorist threat stemming from the alleged incident at the Hooters on Airport Boulevard in Mobile on Oct. 14, Fox 10 reported.

According to court documents obtained by the outlet, Carroll initially confronted one employee and told her, “I rape little girls like you” and “I dig ditches and kill people before.”

The former councilman then allegedly directed another employee, saying, “I kill people for a living and rape little girls like her.”

Officers responded to the restaurant, issued Carroll a trespass warning and instructed him to leave the property.

He was arrested the following Wednesday, almost two weeks after the alleged confrontation, and booked into Mobile County Metro Jail.

Carroll later posted bond and was released.

In a transcript of the 911 call from the restaurant obtained by AL.com, the manager told police, “He’s not going to come in here and talk to any of us like that.”

Hooters confirmed the incident in a statement to Fox 10, saying, “We are aware of an incident that occurred on October 14 at our Mobile location.”

“The person in question made inappropriate and disturbing comments to a staff member who reported the behavior to a manager,” the company said.

“As standard policy, the person was immediately asked to leave and the authorities were notified.”

Carroll formerly represented Mobile’s District 2, located in the city’s northeast section. He lost his seat to challenger Samantha Ingram in August 2025.

Carroll has since argued that Ingram failed to satisfy the statutory residency requirement needed to run in the election.

In a lawsuit, Carroll claimed that Ingram had not voted in Alabama since 2006 and had been registered to vote in Georgia, according to NBC 15.

The legal challenge also came at a significant financial cost, with Carroll spending $25,000 in legal fees, Fox 10 reported.

Mobile’s municipal elections are nonpartisan, meaning neither Carroll nor Ingram ran as a candidate affiliated with a political party.

Carroll has also spoken publicly on Facebook about his Catholic faith, which he said provided him with “faith and discipline.”

“As a proud alumnus of both St. Mary Catholic School and McGill-Toolen, this recognition is deeply meaningful,” he wrote in a post about an award he received.

“The lessons of faith, discipline, and service I learned there continue to guide me every day from my time as a student athlete to my work serving the people of District 2.”

Hooters and the Mobile City Council did not immediately respond to The Post’s requests for comment.
