St. Charles man Jascent Harvey accused of taking hundreds of upskirt videos of women across Chicago area, Geneva police say

GENEVA, Ill. (WLS) — Authorities are on the lookout for potential victims after a suburban man allegedly filmed hundreds of secret videos beneath women’s skirts and dresses across various Chicago area cities.

Jascent M. Harvey, a 29-year-old resident of St. Charles, faces charges of burglary and unauthorized video recording of intimate parts, as confirmed by Geneva police on Friday.

Harvey’s arrest took place on October 3, following accusations of using his phone to clandestinely record a woman at a store in Geneva. Upon examining his phone, investigators reportedly uncovered over 400 videos.

According to Geneva police, these recordings were captured from 2017 to 2025 in a variety of locations, including retail stores, banks, and office buildings in cities like Algonquin, DeKalb, Geneva, Elgin, Naperville, South Elgin, St. Charles, and Wheaton. Additionally, public libraries in Batavia, DeKalb, Elburn, Geneva, St. Charles, North Aurora, West Chicago, Sycamore, and Wheaton were targeted, along with government buildings in DeKalb, Elgin, and Aurora.

Harvey was released after his initial court hearing on October 4 and is expected to appear in court again on December 17.

Women who believe they may be a victim after interacting with the suspect have been asked to email Geneva police at PDInvestigations@geneva.il.us.
