An official from the City of Jacksonville found himself in legal trouble following an incident that unfolded on the city’s northeast side. Daryl Joseph, who serves as the director of the Department of Parks, Recreation, and Community Services, was arrested after a crash linked to driving under the influence.
The crash took place at a notorious intersection where New Berlin Road meets Cedar Point Road. According to the report from the Jacksonville Sheriff’s Office, the incident occurred shortly after 11 p.m. on Saturday, January 31. Joseph is accused of making a left turn in front of an oncoming truck that was proceeding with the right of way, resulting in a collision that sent his vehicle spinning into a ditch.
In the aftermath of the crash, one individual from the impacted vehicle was transported to the emergency room. They reported experiencing chest tightness and trouble breathing, raising concerns about the severity of the incident.
Following the arrest, Joseph was temporarily placed on administrative leave. As investigations proceed, this development raises questions about leadership and accountability within the city’s public service departments.
One of the people in the victim vehicle was taken to an emergency room after complaining of a tight chest and difficulty breathing.
The responding officer described Joseph as smelling moderately of alcohol, having slurred speech and bloodshot, glassy eyes.Â
The report states that Joseph refused to perform field sobriety tests and fell asleep while in the back of the police vehicle. He was arrested for multiple DUI-related offenses, as well as refusing to submit to a breathalyzer test.
In a statement to First Coast News, a mayor’s office spokesperson said Joseph was allowed to resume official duties on Monday, Feb. 9, after being placed on leave the previous Tuesday.
“He will not be allowed to drive for official business and will be subject to random screenings in accordance with city policies and while his case is pending. We appreciate the many community members who have reached out to express their support for Daryl,” the spokesperson wrote.
According to a 2024 social media post from Mayor Donna Deegan, Joseph has served as a city employee for more than 20 years.
He is scheduled to be arraigned for his charges on Feb. 12 as of publication.
