LAS VEGAS (KLAS) – A Las Vegas grand jury indicted a man prosecutors referred to as a “serial rapist” with a criminal history in California.
Clark County District Court Chief Judge Jerry Wiese increased Jermaine Billingsley’s bail from $200,000 to $1 million Thursday morning.
He is also charged with first-degree kidnapping resulting in substantial bodily harm, first-degree kidnapping with use of a deadly weapon, and sexual assault with use of a deadly weapon in connection with alleged crimes against another woman on Jan. 6, 2023.
In the first Las Vegas case, Billingsley pretended to be a rideshare driver, according to the Clark County District Attorney’s office.
The first alleged victim who was visiting Las Vegas testified she entered a vehicle outside Boulder Station near the taxi section. She believed the driver would be taking her to the airport. She testified she was intoxicated so she did not remember every detail.
“I just remember having a really unjustified faith in this driver that, no, I’m going to the airport,” she said. “And my friend said let me talk to him and they talked for a second and then my friend got back on the phone and said leave your location on.”
She testified she passed out and woke up with Billingsley sexually assaulting her. She recalled screaming and fighting Billingsley, trying to open the door, and Billingsley throwing her phone out of the door. She said she felt pain as she saw the car drive away, and she later learned the vehicle ran her over.
“I remember clinging onto the EMT lady just telling her I didn’t want to die and just don’t leave me,” she testified.
In the second case, Billingsley claimed his name was “Marco,” and told a woman he was part of a foundation to help people get back on their feet after she had just left a clinic for help with substance abuse, according to documents obtained by the 8 News Now Investigators.
