Army reopens 1992 missing family case after Jacksonville man arrested

The Army is reopening a decades-old case of a mother and her two children missing from a German army base after her husband was arrested in Florida.

JACKSONVILLE, Fla. — Twenty-three years after the investigation into the disappearance of a mother and her two children on an army base was closed, the Department of Army Criminal Investigation will be reopening the case — and offering a large reward to anyone who can help. 

Tina Grogan and her two sons Stephon Grogan, 4, and Dale Grogan Jr., 6, have been missing since 1992. They were living on an army base in Würzburg, Germany with Tina’s husband, then-US Army Specialist Dale Grogan Sr. They were never found, and Dale Grogan Sr. was discharged from the army. In March of 1994, he moved to Jacksonville. 

The case was closed in 2002, and remained closed until Grogan surfaced when he was arrested by the Nassau County Sheriff’s Office in January 2025. He was accused of traveling to meet a minor for sex. At the time, Nassau County Sheriff Bill Leeper mentioned that Grogan was “also under investigation for possible murder in another county.”

The Army CID Cold Case Unit received new information in connection with Grogan’s arrest, which led to reopening the case, according to a press release.

Investigators searched for Tina and her sons in both Germany and the United States from 1992 to 2002. They searched previous addresses, family member addresses and schools the children had attended, according to Army investigators.

They reexamined the crime scene, financial records and evidence, but never found conclusive evidence to explain what happened, leading to the case closing. 

As the case reopens, Dale Grogan remains in the custody of NCSO. 

If anyone can provide any information leading to the arrest and conviction of the person responsible for the “disappearance or death” of the family, investigators are offering a reward of $15,000.
