Palatka City Manager Marcia Carty returns amid investigation

Marcia Carty was put on paid leave last week after several employees raised complaints against her.

PALATKA, Fla. — After a nearly two hour discussion, the Palatka City Manager is keeping her job. At least for now. 

“I move, we remove the administrative leave, allow Ms. Carty to return back to work, from there we as a commission make the determination of how collectively we would like to move forward,” said Commissioner Justin Campbell Sr. 

Marcia Carty was put on paid leave after three people that she directly manages complained on her to the city’s human resources department. During a special commission meeting, concerns were brought up regarding how she was placed on leave and how commissioners were notified of the allegations against her.

““I believe Mrs. Carty should have had the opportunity to hear from her employers as our only, hire,” said Campbell.

During the meeting, Mayor Robbi Correa mentioned that three additional complaints have since come in against Carty but did not address what any of the complaints were about. Commissioners also discussed that an investigation into the complaints was never done. 

“I’m leaning more towards making sure that everyone has their due care, due diligence, due process. Worse case scenario, we’re just gonna do an investigation to make sure that we are giving her all the process,” Commissioner Rufus Borom said.

Chief of Police Jason Shaw has been filling in as the interim city manager. He will now step into the role of acting assistant city manager while an external investigation takes place. Carty will be able to return to work while the investigation is underway. All employees that report to her, will report to Shaw until the investigation is finished.
