Person Shot During Encounter With Federal Agents in New York City, NYPD Says

An Immigration and Customs Enforcement officer shot and wounded a man in a residential New York City neighborhood Thursday afternoon during what the agency described as a “targeted enforcement operation.”

New York City Mayor Zohran Mamdani condemned the shooting as an “outrage,” saying the man was inside a vehicle with a 5-year-old child when the gunfire erupted.

“School had just gotten out. The street was crowded with families and children. When the ICE agent opened fire, a 5-year-old child … was in the back seat of the car,” Mamdani said at a late-night news conference Thursday. “Thank God that child is physically unharmed.”

New York Police Commissioner Jessica Tisch said the 28-year-old shooting victim was taken to a hospital with a gunshot wound to the neck below his left ear. He was listed in stable condition. The boy, whom authorities believe is the man’s son, was unharmed and placed in the care of a family member, Tisch said.

The shooting happened at about 4 p.m. ET in Marble Hill, a neighborhood in upper Manhattan, according to the NYPD.

The Department of Homeland Security said ICE agents were in the area to arrest the man as part of a “targeted enforcement operation.” During the operation, one officer “discharged his weapon,” striking him. ICE personnel provided medical assistance, and the man was transported alive to a local hospital, DHS said.

DHS offered no account of what immediately preceded the shooting, saying the incident remains under investigation and that additional information would be released as it becomes available.

DHS did not release the man’s name. The department said he is a citizen of the Dominican Republic who is in the United States illegally. It also alleged that he has ties to the Trinitarios gang, a prior grand larceny conviction and multiple previous arrests involving assault, robbery, drug possession and weapons possession.

Tisch said the man had been arrested twice in New York City. One case involved a 2023 robbery arrest that resulted in a guilty plea to grand larceny. The second, a 2025 arrest for the criminal sale of a controlled substance, remains pending.

The NYPD was not involved in the shooting but responded afterward, Tisch said. Officers encountered several men wearing “various forms of attire,” including construction-style vests and face masks. At least one person was carrying a long gun, she said.

When police arrived, the wounded man was handcuffed and sitting on the ground. NYPD officers then put him in a police vehicle, administered aid and transported him to the hospital, Tisch said.

Investigators recovered evidence indicating that at least one ICE agent fired seven rounds, Tisch said. The man’s Honda CR-V sustained ballistic damage to its windshield, while the rear window was shattered.

NYPD surveillance cameras captured the events immediately before the shooting, Tisch said.

The footage shows the man reversing into a parking space near a fire hydrant. A plainclothes federal officer then approached the driver’s-side door with a drawn weapon, while a second plainclothes officer moved toward the vehicle near the driver’s-side headlight, Tisch said.

The vehicle began moving and disappeared from the camera’s view. The NYPD footage did not record the shooting itself, Tisch said.

An ICE vehicle, described as a gray four-door sedan, also sustained damage. Its front panel was damaged, and the lower panel was completely detached, Tisch said.

But he said those efforts were unsuccessful.

New York Gov. Kathy Hochul said late Thursday that she had also spoken with President Trump and the DHS secretary about the shooting.

“I expressed outrage on behalf of New Yorkers and urged them to halt ICE enforcement operations in New York,” Hochul said. “I also asked that any body camera footage of the shooting be released to the public so we can establish the facts and get to the truth.”

City officials have been informed that ICE has been using a Target parking lot near 225th Street as a staging area.

Protesters gathered in the hours following the shooting, some holding anti-ICE signs, as law enforcement worked the scene. Later, hundreds of protesters gathered outside New York-Presbyterian Allen Hospital in upper Manhattan where the man who was shot was being treated.
