Police chief issues statement after viral video of man getting arrested

Chief Elaine Bryant said police reviewed body and dash camera videos of the incident and called it “an incomplete account of the incident.”

COLUMBUS, Ohio — Columbus Division of Police Chief Elaine Bryant released a statement Saturday after a video of a man getting arrested while holding a child went viral.

The incident occurred Friday morning around 10:15 a.m. in the 1400 block of East Whittier Street when an officer approached a vehicle reportedly parked illegally on the sidewalk in a designated Central Ohio Transit Authority bus stop.

Bryant said in a statement that police reviewed body and dash camera videos of the incident after a video on social media went viral. She called the viral video “an incomplete account of the incident.”

In body camera footage, a police officer is seen turning to a vehicle parked on a sidewalk down the road and is then heard shouting at a couple to move their car three times. It’s unclear what the man standing near the vehicle said in response, but the officer replies, “Alright, give me a moment.”

The officer then gets in his cruiser and pulls up behind the vehicle. 

In the cruiser dashcam video provided by police, the man points his phone camera toward the officer and gets the child from the woman’s arms.

The officer stepped out of the cruiser and is heard saying, “First of all, I was just letting you know, man, but the attitude and everything like that? For that, you are going to get a fine.”

The man then yells, “Go ahead and do it, man. Go ahead and do it.” He is then seen backing up into the road while holding the child, bodycam video shows.

The man is asked to get out of the street but refuses.

The officer is seen pushing the man toward the sidewalk and the man is heard yelling at the officer not to put his hands on him several times. The woman is heard saying that they were just getting the baby out of the car.

The officer then pulls the man to the back of the car and holds him against it, telling him to “Let go of the child.”

The officer is heard asking the man to let go of the child several times and asks the woman to get the child several times. The woman attempts to get the child from his arms, but the man continues to hold on and is heard saying, “I’m not letting go of my child.”

The officer tells the woman, “Hold the kid, or I’m going to put him [the man] down.”

The man is heard saying “kill me” twice, and the officer continues to order the woman to get her child and put her phone down. In the bodycam, the officer says, “I’m going to get you for child endangerment.”

The video shows a second officer arriving at the scene and taking the child out of the man’s arms. The first officer then holds him down on the ground before the second officer assists in the arrest.

In the video, the man is heard yelling that he couldn’t breathe as officers placed handcuffs on him and searched him. The man asks several times to speak to a supervisor as he is placed in the cruiser.

Bryant said that officers used Level 1 physical force in the arrest, which includes “empty hand control, pressure points, grounding techniques and joint manipulations.”

The man was arrested for failure to comply and obstructing official business, Bryant said.

“In the interest of transparency and accuracy, we are posting these videos to provide a more complete objective picture of this incident,” Bryant wrote.

The department has referred the incident to The City of Columbus Department of the Inspector General for an independent investigation.
