The concise records of some of the corrections officers suspended show several prior complaints against them from inmates and, in one case, the public.
JACKSONVILLE, Fla. — First Coast News has obtained the concise administrative investigation history of the nine corrections officers suspended for their involvement in the death of Charles Faggart, who died three days after an “incident” inside the Duval County Jail on April 7.
The nine Jacksonville Sheriff’s Office corrections officers were named in a social media post by JSO earlier Monday:

The concise administrative investigation histories of the nine corrections officers, while not full personnel records, outline a history of prior complaints for some of the corrections officers named in the investigation.
Bullard, Collins, Thomas, Pennamon and Maygoo do not have any prior complaints listed in their concise reports.
Sgt. William Cox
Sgt. Cox has the most extensive prior complaint history, with six complaints listed in his administrative history.
On March 26, 2018, Cox received an internal complaint for failure to conform to work standards. According to his record, he received informal counseling on June 17, 2018.
He was written up on March 26, 2020, after another in-house complaint on Jan. 18 of that year of failure to conform to work standards.
Another in-house complaint was logged on Aug. 19, 2021, for violation of JSO’s response to resistance policy. He received a written reprimand on Aug. 30, 2021.
A citizen filed a complaint against Cox on Feb. 4, 2022, for failure to conform to work standards, but the claim was not sustained, meaning JSO did not find enough evidence to investigate the claim.
Another citizen filed a complaint against him on Nov. 15, 2022, for failure to conform to work standards and unnecessary force. The unnecessary force claim was not sustained, but Cox received formal counseling for failure to conform to work standards on March 4, 2023.
Cox’s final prior complaint was on Feb. 17, 2023, by a citizen for failure to conform to work standards. He received formal counseling on Jan. 25, 2024.
Ofc. Eldar Kurtovic
Kurtovic has five prior complaints against him listed in his administrative history, one of which was from an inmate.
On July 17, 2023, an inmate filed a complaint of unbecoming conduct against Kurtovic, who received formal counseling on Dec. 21, 2023.
Kurtovic has two internal complaints for sleeping on duty, the first on July 16, 2023, and the second on April 8, 2024. He was written up both times.
He was written up again on Nov. 20, 2023, for failure to obey an order and insubordination. He was written up that same day for “incompetence” and failure to report to duty.
Ofc. Gecolbe Mckinnis
Mckinnis received formal counseling on July 29, 2024, for an internal complaint of failure to conform to work standards on April 18, 2024.
Ofc. Matthew Sullivan
Sullivan has four prior complaints against him, two of which were from inmates.
An inmate filed a complaint against him on Jan. 29, 2023, but JSO said the claim was unfounded.
A citizen filed a complaint against him on March 13, 2023, for failure to conform to work standards, but JSO did not sustain the complaint. Another complaint against him from an inmate was filed on May 6, 2024, but again, JSO said the claim was not sustained.
Sullivan received formal counseling from an internal complaint on Dec. 19, 2023, for failure to conform to work standards.
