Parolee Busted for 25th Time at Taco Bell

A report of a suspicious individual near Taco Bell led to the arrest of a wanted man.

Police discovered that the Ohio Department of Rehabilitations and Corrections had an open warrant for Parole Violation for Richard Howard. Police took Howard into custody.

This was the 46-year-old man’s 25th trip to the Scioto County Jail. Previous arrests include five arrests for parole violations in the past year. 

Howard is on parole for a 2016 conviction for the illegal manufacture of drugs. He was released on parole back in August of 2020.
