CHICAGO (WLS) — Governor JB Pritzker is poised to enact a groundbreaking piece of legislation concerning artificial intelligence on Monday.
This development follows the passage of Senate Bill 315, known as the Artificial Intelligence Safety Measures Act, by Illinois lawmakers in May.

The legislation draws inspiration from similar laws introduced in New York and California in 2025, aiming to establish a uniform standard at a national scale, addressing what lawmakers believe is a current gap at the federal level.
Targeting only the most advanced AI models from the largest tech companies, the bill focuses on those with at least $500 million in revenue and significant computing capabilities. Giants like OpenAI and Anthropic have backed the bill from the start, resulting in an overwhelming 110-0 approval in the House.
Under this new regulation, developers are mandated to create publicly accessible transparency frameworks. These frameworks must outline how companies adhere to industry standards, evaluate model performance and potential catastrophic risks, and address any safety incidents that occur.
Developers would also be required to employ third-party auditors to ensure compliance with the framework, a provision that is still a point of contention for some industry stakeholders, including TechNet, a coalition of tech executives across the industry.
The Illinois attorney general would have exclusive authority to enforce civil penalties up to $3 million per violation.
