Jacksonville police seek out other potential victims after rapist sentenced to prison

In a troubling case that began almost four years ago, investigators are now exploring the possibility of additional victims after a man followed a woman from Jacksonville Beach and assaulted her.

Hugh Perry, aged 55, was convicted last month for the sexual assault of a woman in Jacksonville, an incident that occurred nearly four years ago. Authorities, however, suspect that this may not have been an isolated case.

Perry was apprehended in 2023 for the February 2022 assault that took place in the victim’s apartment. According to the arrest report by the Jacksonville Sheriff’s Office, the victim had attended an event in Jacksonville Beach, enjoyed drinks with friends, and then drove home.

Surveillance footage revealed that Perry’s vehicle trailed closely behind the woman’s car and was seen exiting her apartment complex a few hours later. The woman later woke up with no recollection of how she arrived home or any interaction with Perry, but she discovered physical injuries and other signs indicating an assault. Court documents revealed her belief that she had been drugged.

The assault was reported through the Women’s Center SAFE Program, and subsequent DNA testing linked Perry to the crime. He has been sentenced to 30 years of imprisonment.

During its investigation, JSO discovered Perry was also accused of a similar sexual assault involving two female victims in 2013, which could suggest a pattern of targeting heavily intoxicated women. The State Attorney’s Office chose not to prosecute that case, according to the arrest report.

While he was out of jail ahead of his sexual assault trial, JSO said, Perry was also accused of drugging a woman’s drink and stealing from her.

These are only the cases that were documented and reported; police believe he could have had several more victims.

Mugshots provided by the Jacksonville Sheriff’s Office show photos of Perry throughout the years.

Anyone who believes this man may have assaulted them is asked to contact the agency’s Special Assault Unit at 904-630-2168

“We want to bring justice to every one of Perry’s victims,” JSO wrote.
