Federal case against Milwaukee judge accused of concealing illegal migrant should continue, judge recommends

In a significant courtroom development, a jury has determined that Milwaukee County Judge Hannah Dugan is guilty of obstructing federal immigration agents. This verdict stems from an incident earlier this year when Dugan allegedly interfered with Immigration and Customs Enforcement (ICE) agents attempting to serve a warrant at a courthouse.

The obstruction charge, classified as a felony, could result in Dugan facing a prison sentence of up to five years. The case revolves around an April incident when Dugan reportedly aided Eduardo Flores-Ruiz in evading arrest by ICE. According to prosecutors, she facilitated a discreet exit for Flores-Ruiz and his attorney through a back door of her courtroom, upon discovering that ICE agents were present in the building to apprehend him.

Amidst this legal battle, a notable image of Judge Dugan emerged, capturing her speaking at a pro-Ukraine rally on February 24, 2025. This photo, taken by Lee Matz for the Milwaukee Independent, adds another layer to her public persona.

Following the jury’s decision, Dugan’s defense team expressed their disappointment in a public statement. They emphasized that the prosecution’s inability to secure convictions on all counts offers a glimmer of hope for exonerating Judge Dugan. “We have planned for this potential outcome and our defense of Judge Dugan is just beginning,” they declared, urging public support for her defense fund as they gear up for the next phase of legal proceedings.

“While we are disappointed in today’s outcome, the failure of the prosecution to secure convictions on both counts demonstrates the opportunity we have to clear Judge Dugan’s name and show she did nothing wrong in this matter,” Dugan’s defense team said in a statement. “We have planned for this potential outcome and our defense of Judge Dugan is just beginning. This trial required considerable resources to prepare for and public support for Judge Dugan’s defense fund is critical as we prepare for the next phase of this defense.”

The jury also acquitted Dugan on a misdemeanor count of concealing an individual to prevent arrest.

This is a developing story; check back for updates.
