Two men found dead under George Crady Bridge died of drowning

Marilyn Mills told First Coast News, “They would always go fishing together and they always fished on Friday, never fished on Thursday, and it didn’t work out.”

The cause of death for two men who were found under the George Crady Bridge in November has been determined as an accidental drowning, according to a report from the medical examiner’s office. 

On Thursday, November 9, 2023, around 11 a.m.,  Fennice Mills, 77, and Rodney Hall, 65, were found unconscious in the water after what the Nassau County Sheriff’s Office said was a “boating accident.” 

The Good Samaritans pulled the men from the water onto the Duval County shoreline and attempted to give them CPR. When Nassau Fire Rescue arrived, they pronounced the two men dead. 

The Florida Fish & Wildlife Conservation Commission released a report that determined a nearby boat belonged to one of the two men. Mills’ family said it was Mills’ 2001 22-foot Century boat. 

The boat was anchored, meaning it was stationary and did not crash into the bridge. It had fishing poles nearby with fishing lines deployed in the water, FWC said.

Fennice Mills was known for his brickwork, his signature design was a salt tooth pattern.  He was a brick mason and his work can be seen throughout the neighborhood, his family told First Coast News. 

He leaves behind 7 children and 11 grandchildren. 

Mills and Hall were both Jacksonville residents.
