A 23-year-old Kentucky man and his 29-year-old girlfriend are accused of severely abusing her children. Authorities say the man beat and strangled the children over a period of months while their mother hid in a bathroom and used makeup to cover their bruises.
Kyle Reynold faces the most serious allegations, including one count of attempted murder and four counts each of second-degree assault, first-degree strangulation and first-degree criminal abuse of a child under 12, authorities said. The children’s mother, Phyllis Culp, was arrested and charged with two counts each of first-degree criminal abuse, endangering the welfare of a minor, first-degree strangulation and second-degree assault.
The investigation began after the children arrived at school with “visible abuse injuries,” including black eyes, bruises and bite marks, according to a news release from the Gallatin County Sheriff’s Office. The school reported the suspected abuse to the Kentucky Cabinet for Health and Family Services on Aug. 28.
Deputies went to the family’s home later that afternoon to check on the children. Reynold was arrested shortly afterward.
Court documents obtained by Cincinnati NBC affiliate WLWT offer further details about the allegations against Reynold and Culp. The children reportedly told authorities that their mother’s boyfriend had “struck and strangled them,” according to the documents.
The alleged abuse continued for roughly two months, court documents state. One child reportedly recalled Reynold threatening to “choke her until she died” and saying “goodnight forever.”

The allegations also include punching and biting the children, as well as forcing them to hold heavy objects, WLWT reported, citing the court documents.
Culp allegedly told authorities that she witnessed the abuse but would hide in a bathroom, saying she would go “into a bathroom to hide whenever he abuses the children,” according to the documents.
She also allegedly told police that Reynold was a “diagnosed psychopath” and that she knew he was not taking his medication.
Culp allegedly said she put makeup on the children to “conceal their injuries” before they went to school. She also reportedly told police that she would let Reynold return home if he were released “because she loves him.”
The children were interviewed and medically examined before being taken to Cincinnati Children’s Hospital, WLWT reported. Court documents say their injuries and safety concerns were “so severe the hospital admitted the children.”
Reynold was being held at the Grant County Detention Center, according to the sheriff’s office.
