Bids to block new projects can currently be seen by a judge three times — even when they have ministerial sign-off.

Some 58 per cent of major infrastructure projects are taken to court, with some cases costing taxpayers up to £121million.

Projects like the Sizewell C nuclear plant and the A57 National Highway Project have been among those affected.

But Sir Keir is to limit authorities to just one legal bid.

He will say today: “For too long, blockers have had the upper hand in legal challenges — using our court processes to frustrate growth.

“We’re putting an end to this challenge culture by taking on the Nimbys and a broken system that has slowed down our progress as a nation.”

Sir Keir will also ease restrictions related to green concerns.

Firms currently need to prove how they will mitigate environmental damage.

But they will soon be able to meet their obligations at speed by paying into a new Nature Restoration Fund.
