Chicago’s CTA Safety Boost: New Task Force Targets Train and Bus Crimes with Vigorous Prosecution

In Chicago, the Cook County State’s Attorney is taking a firm stance against rising crime on public transit, specifically the CTA. The message is clear: those committing violent acts on these services face the prospect of detention.

In a seldom-given interview, State’s Attorney Eileen O’Neill Burke revealed to the I-Team that a newly assembled task force is actively pursuing and prosecuting crimes on the CTA, with a goal of deterring future incidents.

During a recent CTA board meeting, Marquettia Johnson passionately called for heightened security measures, questioning the current reliance on surveillance cameras over physical presence. Her plea comes after her husband, Raymond Harrison, was tragically killed in a dispute on the Pink Line just before Christmas.

These violent episodes continue to challenge the transit system and have prompted O’Neill Burke to respond decisively. “While we’ve observed a decline in violent crime across the board, incidents on the CTA have not only persisted but increased significantly,” she explained. To address this, a specialized task force comprising 36 prosecutors and investigators has been formed. The team has conducted training sessions with the CTA, examining their technological capabilities, and has partnered with the CPD, whose advanced technology aids in building strong cases.

“We have seen violent crime drop in every category across the board in double-digit numbers. Where we have not seen a decrease, and actually had a significant increase, is violent crimes on the CTA. So, we created a task force with 36 prosecutors and investigators from all over the office, and we have gone in and done trainings with CTA, taking a look at what their technology is. And CPD has been a significant partner in this as well, and they have a lot of technology that helps us prove our cases,” O’Neill Burke told the I-Team.

Court documents reveal those technologies helped investigators find Pedro Villarreal, the man accused of killing Harrison.

O’Neill Burke says collaborating with CPD and CTA is vital to making the system safer and announced her internal transit crime task force last month. Prosecutors began training at the Strategic Decision Support Center in early March.

“They have gunshot detection technology. They have facial recognition. They have video evidence. So, a lot of it is making sure that we have the relationships to know exactly what is there and what’s possible for us to get when we go in. We ask for detention if somebody presents a danger,” said O’Neill Burke.

That’s what they did in Villarreal’s case. A judge agreed with the prosecutor’s request to detain him for Harrison’s death.

“We ask for detention in every violent crime on the CTA… We’re getting detention in 81% of the cases. That’s up significantly from where it was 15 months ago. And the way that we do that is make sure judges have the fullest picture possible on why this person presents a danger,” O’Neill Burke told the I-Team.

The state’s attorney’s online dashboard tracks each case and shows the increase in violent crime detentions since O’Neill Burke took office.

“There’s two things that deter crime. One is the likelihood of being caught, and the second is the likelihood of being punished. The state’s attorney’s office is in charge of the likelihood of being punished, and we’ve increased that likelihood significantly,” said O’Neill Burke. “If we do not get detention, we ask for a stay away order, which means we ask a judge to order that defendant to not go to that train station or to not use that bus line… And that’s a huge component of making sure the most violent people are not re-traumatizing and re-victimizing people on the same train line, on the same bus line.”

Her approach is straightforward.

“Deterrence is achieved when we send a very strong message that we take these cases seriously. You will be detained and you will be prosecuted. That’s what the prosecutor’s office can do. We can serve as a deterrent to these crimes. A vital part of this task force is to make sure that all of our partners in CPD and CTA know exactly who to reach out to and who to contact and how these cases are progressing,” said O’Neill Burke. “In order to have a safe, vibrant city, we need to have a safe public transportation system. That’s the goal, is to make sure that we are getting CTA crime addressed in a way that makes the entire community feel safer.”

Late last year, the Federal Transit Administration demanded a new safety plan for the Chicago transit system. The feds threatened to withhold millions if better safety measures weren’t implemented. The first plan was rejected and another one submitted to the FTA. Progress on the revised plan is being monitored by the administration.

Two Charged in Overdose Death: A Closer Look at the SCSO’s Second-Degree Murder Case


In Blountville, Tennessee, authorities have charged a couple in connection with a fatal overdose, as reported by the Sullivan County Sheriff’s Office.

A grand jury has indicted David N. Scott and Christy L. Scott, both 47, on charges of second-degree murder, delivery of Schedule II drugs resulting in death, and possession of fentanyl, a Schedule II controlled substance.

The investigation began following an overdose incident on August 31, 2024, when deputies and emergency medical personnel responded to the scene. Despite administering aid, including the use of naloxone, the victim could not be revived.

The Sheriff’s Office’s Criminal Investigations Division, in collaboration with the Tennessee Bureau of Investigation’s Upper East Drug-Related Death Task Force and an SCSO Vice Unit investigator, concluded that the Scotts had provided the narcotics that led to the fatal overdose, according to officials.

Based on the findings, the case was presented to a grand jury, which subsequently handed down indictments against the Scotts.

David Scott has been in the Sullivan County Jail since March 12 on other charges, and Christy Scott was arrested Tuesday morning, according to the sheriff’s office. Both are in the county jail awaiting arraignment in Sullivan County Criminal Court, with their bonds set at $150,000.

According to the station, Morales faces charges of assault causing bodily injury with family violence. She was subsequently released from the Midland County Detention Center upon posting bond.

The Midland County Sheriff’s Office confirmed these details to FOX 4 in the Dallas-Fort Worth area.

Morales was trapped about 22 feet underground during the ordeal and was saved after first responders drilled a parallel shaft and horizonal tunnel through rock to access her location, KMID/KPEJ reported.

In a discussion on stage with Movember’s global director of men’s health research Dr Zac Seidler, Harry told of ‘conversations that are now happening in households between kids and parents that never existed between me and my parents’.

He spoke about the evolving roles of parents, telling the guests: ‘From my perspective, our kids are our upgrade. That’s not how I was taught but that was my take on it – not to say I was an upgrade of my dad or that my kids are an upgrade of me.

‘That’s the approach that I take, to know that with the world the way that it goes, the kids that we bring up in today’s world need to be an upgrade.’

The Duke said there could be a ‘disconnection’ in the early days of fatherhood, adding ‘certainly I felt a disconnection because my wife was the one creating life, and I was there to witness it’.

Wearing a taupe shirt and jeans, Harry said: ‘I think for many guys, you try to think about what service can I provide at this point, because my work here is done to some extent.

‘And then when it comes back around again, I think the biggest tip that I was given, actually, from my therapist in the UK, was just be aware of how you feel once the baby is born.’

‘Every single time I went to work and I came back – if I was stressed, the moment that I held Archie, he would start crying.’

He added: ‘Fatherhood is the most important and sort of transformational role that a guy can ever, can ever move into.’

Harry also told the audience of Movember supporters and their children that ‘I’m fortunate enough to be able to work from home’.

Giving a talk at a function room of the stadium, he said: ‘During Covid, it was like, well, this working from home thing is really not great when you have like small kids running around, jumping into your meetings.’

Harry then took to the Aussie rules football pitch and had a kickabout with Western Bulldogs players Tom Liberatore, Adam Treloar and Matthew Kennedy in his Chelsea boots, while discussing the differences between the sport and rugby.

The Duke looked delighted and beamed as he ran across the pitch to have a kickabout with children, telling one boy: ‘Good kick man’ and ‘it’s a slippery ball that’.

The Movember movement, founded in Melbourne in 2003, is a global charity focused on improving men’s health, particularly in relation to mental health, suicide prevention, prostate cancer and testicular cancer.

The campaign, which involves men growing moustaches during the month of November to raise awareness, has raised hundreds of millions of pounds across more than 20 countries – with ‘Mo’ commonly used in Australia as slang for moustache.

In the afternoon, Harry was welcomed by Indigenous veterans upon arriving at the Australian War Memorial in Canberra and wafted smoke as part of a ceremony.

Harry took part in the smoking ceremony at the site’s For Our Country memorial, which recognises and commemorates the military service and experiences of Aboriginal and Torres Strait Islander peoples and their legacy.

The Duke laid a wreath at the memorial and took part in the ceremony, where he wafted smoke from a fire pit containing burning leaves as members of the public watched on and police patrolled the site.

After being welcomed by Indigenous veterans on Wednesday afternoon, Harry listened to a Welcome to Country address by the memorial’s Indigenous liaison officer Michael Bell, a Ngunnawal/Gomeroi man.

Wearing a suit and his military medals, the Duke was shown a gallery dedicated to Captain Reg Saunders, who in 1945 became the first Indigenous Australian to be commissioned as an officer into the Australian Army.

Harry, who was not accompanied by the Duchess of Sussex, travelled from Melbourne to Canberra in the front row of a commercial Qantas flight, to the surprise of cabin crew who looked delighted to have the Duke on board.

Following a reinterpretation of the legal constraints on the Australian War Memorial’s scope, the Australian Frontier Wars between Indigenous Australians and mostly British settlers are to be included for the first time as part of a gallery planned to open in 2028.

The first conflicts of the Frontier Wars took place several months after the landing of the First Fleet in January 1788, and the last conflicts occurred in the early 20th century, following the federation of the Australian colonies in 1901.

The memorial had previously argued that frontier fighting in Australia was outside its charter, as it did not involve Australian military forces.

This position received criticism from historians, who argued that such fighting should be commemorated at the memorial because it involved large numbers of Indigenous Australians and paramilitary or government-backed colonial forces.

In September 2022, the memorial’s outgoing chairman, Brendan Nelson, announced it would work towards ‘a much broader, much deeper depiction and presentation of the violence committed against Indigenous people’.

The Australian War Memorial is the nation’s principal memorial to those who have served and died in war and on operational service, combining a shrine, museum, and archive.

Opened in 1941, it stands as both a place of remembrance and a centre for preserving Australia’s military history.

The Memorial features galleries dedicated to the world wars, with more than 1.4 million Australians serving in the armed forces across the First and Second World Wars.

More than 60,000 Australians died in the First World War, including thousands in the Gallipoli campaign to seize control of the Dardanelles from the Ottoman Empire.

Around one million Australians served in the Second World War, representing a massive mobilisation from a relatively small population.

All personnel of the Australian Defence Force swear an oath or make an affirmation of allegiance to the King in his role as the Australian monarch, pledging to serve Australia and, in the oath, to ‘resist His enemies’.

Harry and Meghan stepped down as working members of the Royal Family and moved to the US in 2020, citing a desire to be financially independent.

They last visited Australia in 2018 while still working royals – and have received a mixed reception on their latest trip to the country, where Harry’s father King Charles III is the head of state.

The couple’s travel is being privately funded, but local media reported some policing costs associated with the visit would be paid by Australian taxpayers, sparking a protest petition signed by more than 45,000 people.

In contrast to their previous visit, the Sussexes will also undertake commercial activities while in Australia, with Meghan remaining in the country to host a wellness retreat at a luxury beachside hotel in Sydney over the weekend.

Tickets for the event, which includes yoga, manifestation and sound healing, start at A$2,699 (£1,991) per person.

The Sussexes have been accused of using their royal links to treat Australia ‘like an ATM’ – due to the mix of charity events and private, money-making engagements they have planned. 

At the hospital yesterday, Meghan urged Australians to ignore her royal title, telling them to ‘call me Meg’.

Aides also reassured staff that the couple were ‘relaxed’ about how they were addressed, saying: ‘Harry and Meghan is fine.’

Australia’s first poet laureate for veterans, Steve Cotterill, asked them: ‘How would you like me to address you?’ 

Harry shrugged with a smile and said: ‘However you like,’ before his wife said: ‘Call me Meg.’

Teen Tragically Killed by Driver Complaining About New Truck: Police Report

A Wisconsin man, facing charges of driving under the influence and causing a fatal accident, has entered a plea of not guilty. Douglas Proehl, aged 69, appeared in a Brown County court to answer to accusations related to a tragic incident in January that claimed the life of 17-year-old Chloe Bishop and left her father, Daniel Bishop, with serious injuries.

The charges against Proehl include homicide by intoxicated use of a vehicle, multiple counts of operating while intoxicated (OWI) causing injury, and homicide by use of a vehicle with a prohibited alcohol concentration (PAC). His arraignment on these serious charges took place on Monday, several months after the devastating crash.

A report from a local Fox affiliate, WLUK, revealed that the amended criminal complaint details the events surrounding the crash in Ashwaubenon, Wisconsin. Upon arrival at the crash site, police officers noted an odor of alcohol on Proehl’s breath. He allegedly refused to take a sobriety test and was hostile towards law enforcement officers.

The updated complaint, filed on Monday, includes critical information regarding Proehl’s blood alcohol content (BAC). As per the police reports, his BAC was recorded at 0.115 on the night of January 30, significantly over the legal limit of 0.08. Proehl reportedly admitted to consuming two “regular tall beers” approximately an hour and a half before the accident. He claimed to have been dining at a restaurant with his wife, but appeared increasingly disoriented during his interaction with the police.

Subsequently, Proehl was taken to the Ashwaubenon Public Safety garage for field sobriety tests. Officers suspected intoxication, and during the testing process, Proehl reportedly became disruptive. According to the initial complaint, reviewed by Law&Crime, he expressed disregard for the proceedings with profane language and refused to complete a “one leg stand test.” Following his demand for legal counsel, Proehl was placed under arrest.

Before bringing Proehl to jail, police brought him to the hospital for evaluation. According to the complaint, Proehl allegedly complained about the vehicle he hit, saying, “They drove in front of me and I was like, you got to be kidding,” adding, “They didn’t leave me any time at that intersection.”

Police said Proehl “continued to utter that he just got the truck approximately two months ago,” telling an officer that he went all the way to California to buy it. According to the complaint, Proehl “seemed more concerned about how his truck was involved in an accident versus how the occupants from the other vehicle were doing.” Proehl was apparently “joking about his situation” and expressed concern about how much his phone call from jail was going to cost.

According to the complaint, the fatal collision was caught on surveillance cameras. The Toyota Corolla carrying the Bishops was seen waiting at a green light to make a left turn at an intersection. As the light turned yellow, other vehicles began slowing down.

Proehl’s truck was then allegedly captured “traveling at a noticeably higher rate of speed, approaching the intersection” before it sailed through a red light and struck Bishop’s vehicle. Police said they did not see Proehl’s brake lights until “just prior” to the collision. A witness corroborated to police that they saw Proehl’s truck run a red light.

Bishop, who broke several ribs in the crash that allegedly killed his daughter, told police that he never heard Proehl hit the brakes. He told police he saw the truck speeding toward him, but he was unable to get out of the way in time. According to the complaint, Bishop told police, “This is the worst thing that has ever happened to me, knowing I’ll never speak to my daughter again. I am not angry, just sad and depressed.”

According to online court records, Proehl was charged with OWI in 2022. The case remains open; Proehl was scheduled to appear in court on Monday in connection with that case.

During Proehl’s arraignment, he pleaded not guilty to the charges against him. A judge denied a request to reduce his bond from $500,000, and he remains in custody at the Brown County Jail. He is scheduled to appear in court for a status conference on July 20.

Warner Bros. made a significant announcement at CinemaCon on Tuesday, revealing who will step into the iconic shoes of Strider, also known as Aragorn, in the eagerly awaited prequel, “Lord of the Rings: The Hunt for Gollum.” Set to premiere on December 17, 2027, this film will see Jamie Dornan take on the legendary role.

Jamie Dornan, who previously showcased a similar rugged look in Channel 4’s “New Worlds,” has been chosen to portray the seasoned chief of the Northern Dúnedain Rangers. In this prequel, Dornan’s character, Strider, is on the path to becoming King Elessar Telcontar.

It’s been 23 years since Viggo Mortensen last embodied the role of Strider, and as of now, the three-time Oscar nominee is 67 years old. Mortensen’s departure from the role opens the door for the 43-year-old Dornan, who coincidentally matches Mortensen’s age when he first took over the part in 2001’s “The Fellowship of the Ring” after Stuart Townsend’s exit.

Mortensen, who holds dual Danish-American citizenship, had previously expressed interest in revisiting the character. In a 2024 interview with British GQ, he shared his fondness for Strider, saying, “I like playing that character. I learned a lot playing the character. I enjoyed it a lot.”

The Danish-American silver fox had been open to reprising the role of Strider, telling British GQ in 2024: ‘I like playing that character. I learned a lot playing the character. I enjoyed it a lot.

Andy Serkis will direct and reprise his role as tragic ring bearer Gollum/Sméagol while the youthful Elijah Wood returns as hobbit Frodo Baggins, Lee Pace is back as elven King Thranduil and Kate Winslet plays the mysterious Marigol.

‘Across two trilogies, a mark of a Middle-earth film, has always been the formidable array of talent brought to bear in every role,’ the 61-year-old filmmaker said in a statement.

‘The Hunt for Gollum continues in that tradition, and I am delighted to announce the return of two of Middle-earth’s most beloved performers, alongside some exceptionally talented new additions to Tolkien’s world.’

The Lord of the Rings screenwriters Philippa Boyens and Fran Walsh penned The Hunt for Gollum script with Phoebe Gittins and Arty Papageorgiou.

Filming is set to begin later this year in Wellington, New Zealand.

The fan reaction to Dornan’s casting was mixed on Instagram, with user @mina_erickson commenting: ’50 shades of Gollum.’

Teacher Plans to Admit Guilt in Principal Stabbing Case, Lawyer Reveals

A teacher accused of snapping and stabbing his school’s principal has indicated he will plead guilty and is negotiating an offer with the prosecution.

Kim Ramchen, a 37-year-old teacher, is facing serious allegations including reckless conduct, intentionally causing injury, and assault with a weapon following a stabbing incident last December.

Ramchen, who taught at Keysborough College, allegedly took a knife from the school’s kitchen and attacked Principal Aaron Sykes. This incident reportedly occurred after Ramchen was informed his teaching contract would not be renewed.

Scheduled to appear via video link from prison at the Dandenong Magistrates Court today, Ramchen was notably absent from the brief proceedings.

His attorney, Ruth Parker, assured the court that Ramchen was fully informed of the day’s developments, allowing the session to continue in his absence.

Parker also mentioned that a psychological evaluation had been completed due to concerns regarding Ramchen’s mental health and competency.

A hearing in February was told Ramchen had been diagnosed with autism, schizophrenia spectrum disorders and PTSD, but was not unwell while in custody.

At that time Parker raised concerns that he may not be fit to give her instructions on how to progress the matter.

She said today a fresh psychiatric report found he had “very serious issues”, but he was fit to give instructions and Ramchen had met with one of her staff yesterday.

“In those circumstances, Your Honour, what is proposed is that the matter be adjourned to a future date for plea hearing,” Parker told the court.

“We understand the matter is likely to resolve.”

Ramchen is yet to formally enter a plea of guilty.

Parker said she was in discussions with the prosecution about the plea, and she still needed to make a formal offer on what Ramchen will plead guilty to.

Magistrate Frances Medina set down a one-hour plea hearing for April 29 at the court in Dandenong, where Ramchen will face the court remotely from prison.

He is the son of former Price Is Right host Jacqui Ramchen who disappeared in 1992, with his late father charged over her killing until a magistrate found there was not enough evidence to commit him to trial.

Ramchen had taken on a parental role within the family after his mother disappeared and his father died from cancer when he was 14, his brother Lev told the court in December.

In a chilling turn of events, two women have come forward with testimonies against Tanner Horner, the FedEx driver who was already facing charges for the abduction and murder of seven-year-old Athena Strand. These women, whose identities remain protected, recounted in court how Horner raped them when they were teenagers, adding a disturbing layer to an already tragic case.

Their testimonies emerged during court proceedings on Tuesday, where prosecutors are arguing for the death penalty for Horner. The 34-year-old stands accused of snatching Athena from outside her home in Paradise, Texas, in November 2022. The young girl was playing alone when Horner, under the guise of delivering a Christmas gift—a box of Barbies—abducted her, ultimately resulting in her tragic death.

Horner has since admitted to the charges of capital murder and aggravated kidnapping. His heinous actions included strangling the child before disposing of her body in a nearby creek. The ongoing trial has been marked by grim forensic evidence presented by Jacqueline Ferrara, a forensic expert, who testified that DNA swabs revealed male DNA on Athena’s sexual assault kit. Additional tests uncovered blood and semen on Horner’s FedEx uniform.

Further forensic examination exposed more damning evidence, with Ferrara revealing that semen was also found on Horner’s hoodie, jeans, and underwear. Athena’s fingernail clippings, upon testing, showed presumptive traces of blood, painting a harrowing picture of her final moments.

This case continues to grip and horrify the community, underscoring the need for justice not only for Athena but also for the other victims who have bravely shared their stories.

She shared her findings after the two women told jurors how Horner raped them when they were 16 years old – one year younger than the age of consent in Texas.

The first woman even said she was sexually assaulted by Horner twice in 2013, when he was 22 years old.

Her accusations are now the basis of two sexual assault of a child cases pending in Tarrant County.

The witness testified that Horner had asked her to lie to his grandmother about her age when he took her back to his shed to drink alcohol he had purchased and smoke marijuana. 

‘That night when I decided it was time to go to sleep, I laid down and Tanner Horner started grabbing a hold of me, kissing me and proceeded to have sex with me,’ the witness testified.

She said she told him the following day that she did not want to have that kind of a relationship with him, but after another night of smoking and drinking a few months later, she found him sexually assaulting her once again.

In that case, the woman said she fell asleep in Horner’s room and woke up to him grabbing and touching her – before proceeding to have sex with her.

‘I froze,’ the woman testified. ‘I completely froze, shut down, did not know what to do and just let it happen.’

She said she felt gross, violated and hated herself for allowing the sexual assault to occur, and told jurors she feels guilty about not reporting the sexual assaults sooner, saying if she had ‘things may not have happened to other people.’

But under cross examination, the accuser admitted that no one had forced her to be around Horner, and that no one forced her to drink alcohol or use drugs in his presence.

She also said she had intended to spend the night at Horner’s house and admitted she ‘went along with it’ after Horner made the first move, even telling Fort Worth police it was ‘consensual.’

From there, a second woman took the stand to claim that Horner raped her the following year, in 2014, when she was 16 years old.

She said she and Horner would see each other at band practices as well as with mutual friends. Often, alcohol and drugs were involved.

The witness said she never agreed to date Horner or have a sexual relationship with him.

She then said the alleged sexual assault came when she was staying at another friend’s house, where he and Horner shared a bed. But, the witness said she told him she did not want to be touched and only wanted to go to sleep. 

When the witness then woke up a short time later, however, she said she found Horner on top of her.

‘I became conscious and came to to Tanner Horner raping me,’ the alleged victim said.

She then went on to say she did not initially recall what had happened, but got some flashbacks the following morning.

She also described a sexual encounter that she said helped jog her memory, and in 2018, she made a public accusation.

When she then found out that Strand’s body had been found dumped in a creek four years later, the witness said she contacted police about her experience with Horner.

‘I felt like I had been put back in 16-year-old me’s body,’ the woman testified. 

‘I felt guilt for not coming forward. I felt shame for not speaking up sooner, legally speaking. I felt a lot of pain reliving those memories over and over again.’

The powerful testimonies came just one day after jurors heard a recording from a call Horner made to his mother, in which he said he did not rape Strand because he had a low libido. 

‘Tanner, I just hope you didn’t do nothing weird to that little girl,’ his mother could be heard telling him in the recording. He then replied that he didn’t.

‘OK. I didn’t think you did, I just know how you get,’ Horner’s mother said.

‘Well, actually, with my medication, I barely even have a libido as it is,’ the FedEx driver then revealed.

In another phone call played in court on Monday, Horner again denied raping Athena to his grandmother.

‘Are you remorseful, Tanner?’ she asked her grandson. 

‘How can I not be?’ he replied. ‘I haven’t been on my medication for the last few weeks and I’m getting emotional.’

The FedEx driver then went on to break down on the call, while talking about how he would not be able to spend Christmas with his young son.

By January 2023, Horner decided to send Strand’s heartbroken family a remorseful letter saying he does not ‘do well with changes or things that are unpredictable’ due to his Asperger’s Syndrome – an autism spectrum disorder whose sufferers may struggle to cope if their usual daily routine is disrupted.

Horner said in the letter he was extremely stressed by not being able to drive the exact same route in his FedEx truck every day, which he blamed for committing the murder.

‘I’m sorry I allowed my mental state to be unstable. I’m sorry I took your little angel away from you. She didn’t deserve it. My son didn’t deserve to lose his father,’ he wrote, as he moaned about the impact his crime would have on his own family.

‘My mother didn’t deserve to lose her son. My fiancé didn’t deserve to have her wedding day stripped away from her. I pray my death eases your suffering,’ he concluded.
