UK Defense Shake-Up: Starmer Faces ‘Seismic’ Political Crisis as Defense Chief Resigns Ahead of Crucial Trump NATO Summit

On Thursday, the U.K.’s Defense Secretary, John Healey, stepped down following disagreements with Prime Minister Keir Starmer’s administration regarding military expenditures. This development presents a challenge for the British government just weeks before a pivotal NATO summit, which will include President Donald Trump.

Healey’s resignation was primarily due to a conflict over the postponed Defense Investment Plan (DIP), a long-awaited government strategy detailing military investment and preparedness. The issue arises as NATO allies encounter increased pressure from Trump to enhance defense budgets.

“John Healey’s resignation is a crucial turning point for both the government and the Ministry of Defense,” stated Ed Arnold, a Senior Associate Fellow at the Royal United Services Institute (RUSI), in a conversation with News Media.

Arnold further remarked, “For the government, it introduces a series of political challenges, particularly in finding a replacement and ensuring the Defense Investment Plan is released.”

Healey had been in intense, late-stage negotiations with Starmer and Chancellor of the Exchequer Rachel Reeves over the scale and timelines of the DIP.

Starmer reportedly refused to set out a timeline to reach 3.5% of gross domestic product (GDP) on defense by 2035 — a promise he made to Trump at last year’s NATO summit — and would not commit to a firm date for reaching 3%.

Instead, Starmer offered Healey a deal to spend 2.68% of GDP on defense by 2030, up only marginally from 2.6% next year, Reuters reported.

“You have been unable, and the Treasury has been unwilling, to commit the resources that the nation needs to defend the country,” Healey wrote to Starmer in his resignation letter, warning that the financial constraints would “make the country less safe,” the outlet reported.

“If the delay to the Defense Investment Plan was already undermining the government’s credibility on defense, John Healey’s resignation has blown a hole in its side,” Professor Kevin Rowlands of the RUSI defense and security think tank told News Media.

“The immediate consequence is not just political embarrassment for No. 10, but a significant loss of planning certainty at a time when the British Armed Forces, the Ministry of Defense, and industry really need clarity on what will be funded, and when,” he added.

The political fallout is expected to reverberate across the Atlantic, where Washington has increased pressure on European allies to fulfill their defense obligations. Trump has frequently criticized NATO alliance members as “free riders.”

On June 3, Secretary of State Marco Rubio also told the House Foreign Affairs Committee that the upcoming Ankara summit would be the “most important meeting” in NATO’s history because there are some things “that need to be cleared up and fixed.”

He added, “The United States is still in the NATO alliance, and we’ll be there.”

However, U.S. officials have made it clear that patience is wearing thin.

“Ahead of next month’s NATO summit, POTUS has been clear: Allies must fulfil their commitment to spending 5% of GDP on defense,” U.S. Ambassador to NATO Matthew Whitaker posted on X this week.

Furthermore, a U.S. official noted that a U.K. funding package far lower than 18 billion pounds ($23 billion) would send a highly “negative” signal to Trump ahead of the Ankara meeting, according to The Times.

Starmer has pledged to lift spending to 3% in the next Parliament but Healey’s exit has exposed that the current strategy leaves the U.K. lagging behind key allies. By comparison, Germany plans to spend 3.7% of its GDP on defense by 2030.

“Healey knows the threats we face, he knows the capabilities and shortfalls the armed forces have, and if he believes that the financial settlement is not enough to keep the country safe — to the extent that he cannot honorably stay in post — then we are in trouble,” Rowlands added.

“While the impact will mainly be felt on Whitehall, the international implications are severe with a NATO summit just three weeks away,” Arnold noted.

In a controversial incident, Immigration and Customs Enforcement (ICE) agents detained two individuals during a preschool graduation ceremony in Maryland, igniting criticism from prominent state officials.

The arrests, which took place in the parking lot of Commodore John Rodgers Elementary School in Baltimore, reportedly left children “screaming” as the events unfolded on Thursday.

A video captured by a bystander depicts two agents restraining a man on the ground, attempting to secure his arms for handcuffing. During the incident, the woman filming the scene can be heard exclaiming, “This is school property! It’s against the law!”

In a recent legislative move, Baltimore city officials enacted an emergency measure that bars federal agents from making arrests at “sensitive locations,” including public schools.

Another video from a different vantage point shows agents apprehending a woman shortly after the man’s arrest, as parents and their children hurriedly move past the scene.

School officials told Maryland Senate President Bill Ferguson that the people who were arrested drove into the parking lot while being pursued by ICE agents. 

In a video Ferguson posted to X, he said that the arrested individuals had their children in the backseat, who screamed as their parents were ripped from the car. 

The state senator added that ‘heroic educators’ brought the children inside the school as the arrest took place, ‘to try to protect them from these unbelievable and out-of-control federal agents.’ The agents quickly left after taking the parents into custody.

School officials said that the graduation ceremony and scheduled events for the rest of the day continued, and that they are working with local, state and federal agencies to understand more about the arrests.

It remains unclear whether the children of those arrested are enrolled at Commodore John Rodgers Elementary/Middle School. The identities of the arrestees, and whether they have any criminal history, are also unclear. 

The Daily Mail has reached out to ICE and the school for comment and additional information. 

The arrests were broadly condemned by Baltimore and Maryland officials, including the city’s mayor and the governor. 

Mayor Brandon Scott issued a statement calling the arrests a ‘disturbing incident’ and said: ‘Let me reiterate, this type of enforcement is not welcome in Baltimore. 

‘The presence of ICE has not made our city any safer, and in fact has led to greater fear and anxiety, especially for our immigrant neighbors. I stand with our immigrant families who have been impacted by detentions.’

The mayor also said that his office has reached out to ‘federal authorities to express our anger at this arrest occurring on school grounds.’ 

Maryland Governor Wes Moore likewise called the arrests ‘disturbing’ and released a statement that said: ‘Schools are places where children should feel safe, where parents should be able to drop off their kids without fear, and where educators should be able to focus on teaching, not where federal agents carry out immigration enforcement actions in front of children.’

‘But actions that terrorize children, separate families in front of a school, and undermine trust in public institutions do not make us safer.’

Moore said his administration ‘is in direct communication with ICE leadership’ to understand why the arrests were conducted on school grounds and ‘to ensure this does not happen again.’

Karmelo Anthony, the Texas resident found guilty of fatally stabbing a prominent student-athlete during a high school track event, is seeking a court-appointed public defender for his appeal. This request comes despite his family having raised over $500,000 for his legal defense.

A Collin County jury sentenced Anthony to 35 years in prison on Tuesday for the murder of Austin Metcalf, an incident that occurred in 2025.

Following his conviction, Anthony submitted an appeal against the guilty verdict. In the documents obtained by News Media, he described himself as “penniless, destitute, and indigent,” claiming he lacks the financial means to hire legal representation.

This plea for legal aid comes in the wake of a fundraising campaign on GiveSendGo, which collected approximately $634,000. The campaign aimed to gather $1.4 million to cover Anthony’s legal costs and other related expenses.

However, the online campaign was taken down following his conviction earlier this week. 

The now-deleted fundraiser detailed how the funds would be used, and included that the money would go toward family expenses incurred by the case.

“While legal defense is a critical part of this journey, we want to make it clear that this fund is not solely dedicated to legal expenses. The funds raised will also support a range of urgent and necessary means that have emerged as a result of the situation, including – but not limited to – the safe relocation of the Anthony family due to escalating threats to their safety and well-being, as well as basic living costs, transportation, counseling, and other security measures.”

Details regarding the reported relocation of Anthony’s family were not immediately available.

According to GiveSendGo’s website, fundraisers created to aid in legal defense costs for violent charges “must clearly state that all funds raised are intended solely for legal defense costs.” 

“Fundraisers in this category cannot be used to raise funds for personal support, living expenses, or other purposes alongside legal defense,” the website stated.

Additionally, funds must be sent directly to a licensed attorney involved in the defense, and cannot be distributed to the defendant or organizer.

The fundraiser was initially posted less than two weeks after Anthony fatally stabbed Metcalf in April 2025.

In a statement posted to X, GiveSendGo said “The fundraiser was created to support pre-trial needs, and those funds were dispersed over the past year for lawful purposes, including legal defense and family relocation with that stated purpose now complete the fundraiser has been closed. Our policy is that a fundraiser’s stated purpose stays accurate so givers always know what they are supporting.”
