DOJ Detains Suspect Linked to Firearm Used in Tragic Incident Involving Eight Children

0

The Justice Department revealed on Tuesday that a 56-year-old individual from Shreveport has been taken into custody in connection with the tragic mass shooting that took place in Louisiana over the weekend.

Authorities allege that Charles Ford, who is barred from firearm ownership due to his criminal record, had the rifle that was eventually used by a father to end the lives of eight children. Investigators were able to trace the weapon back to him.

The violent incident, characterized as a domestic assault, erupted on Sunday. Shamar Elkins, 31, is said to have acquired the firearm before embarking on a multi-location shooting spree. This rampage concluded with police shooting Elkins in Shreveport. Seven of the slain children, aged between 1 and 14, were reportedly his own.

Prosecutors also accuse Ford of misleading law enforcement regarding the firearm, compounding his charges of illegal possession.

“Holding people accountable does not stop with the person who pulled the trigger but also includes those who give access to and proliferate firearms that are later used in violent crime,” ATF Special Agent in Charge Joshua Jackson said.

The DOJ released a photo of the rifle used in the mass shooting, adding that the ATF and the Shreveport Police Department both conducted a firearms trace on it.

Ford was later identified as the original purchaser of the firearm and is accused of giving it to Elkins, authorities said.

When confronted by law enforcement, Ford initially lied to ATF agents about possessing the firearm, claiming he never had it.

He later admitted to the possession, stating that he kept it under a seat and believed Elkins took it, according to authorities.

Ford faces up to 15 years in federal prison on the felon-in-possession charge and up to five years on a false statement charge.

United States Attorney Zachary A. Keller said the department hopes to hold accountable the person who gave Elkins access to the firearm.

“Elkins’ death means that our community will never see him face justice. Our hope, as we continue to investigate and prosecute this case alongside our law enforcement partners, is that holding the person whose gun Elkins used to perpetrate the crime accountable will give some small bit of solace to our Shreveport community,” Keller said.

“Our law enforcement partners are investigating every angle of how this tragedy came to occur, and this case arises from that investigation—in particular, how Elkins secured a firearm that he used to execute his own children,” he added.

An Army official told Fox News Digital that Elkins previously served in the Louisiana Army National Guard.

He reportedly shot several people in addition to the eight deceased victims during the attack, including the mother of his children, who is expected to survive.

Separately, another woman suffered life-threatening injuries, while a teenage victim suffered non-life-threatening injuries.

Following the shootings, investigators said Elkins fled the scene, carjacked a vehicle and led officers on a police chase.

The incident ended in Bossier City, where Elkins was shot and killed by police.

Sunday’s shooting marks one of the deadliest mass shootings in the United States in recent years.

Teen Arrested and Charged in Widower’s Kidnapping and Murder Case

A fourth individual has been charged in connection with the alleged kidnapping and murder of Chris Baghsarian, a case reportedly stemming from mistaken identity. This suspect is additionally facing accusations of arson.

Moustafa Ohrok, 19, did not apply for bail in Mt Druitt Local Court today after being charged with the murder of the 85-year-old in February.
Ohrok was arrested yesterday, after Baghsarian was taken from his home in Sydney‘s north in the early hours of February 13.

Three other individuals have already been charged and are currently navigating the legal system.

NSW Police Commissioner Mal Lanyon said the young man arrested yesterday was involved in the initial abduction of Baghsarian.

Speaking to 2GB radio, Lanyon stated, “We allege that this 19-year-old supplied the firearm used in the initial kidnapping.”

Authorities are actively investigating to identify any additional suspects involved in the case.

In court yesterday, Ohrok was confronted with two distinct charges: property damage by fire and involvement in a criminal organization.

The 19-year-old will appear in Penrith Local Court on the murder and kidnap charges on June 12.

The widower was not the intended target and had been taken in a case of mistaken identity, police have said.

They made several public appeals, urging the kidnappers to release the 85-year-old and return him to his family.

But on February 24, his body was found near a golf club in Pitt Town in Sydney‘s northwest.
Police suspect the perpetrators aimed to abduct a relative of Sydney businessman Dimitri Stepanyan, who lived on the same street as Baghsarian, with the hope of receiving a $50 million ransom.

Investigators believe Baghsarian was killed on the night of February 14 at a makeshift stronghold in Dural, about a half-hour drive from where his remains were found.

A growing number of underworld attacks have permeated Sydney streets, with Lanyon saying the city is dealing with a very different organised crime environment.

“We are seeing young people predominantly being contracted online to conduct very serious criminal activity,” he said.

“There are a lot of young people who are seeing what they believe to be an easy dollar but not understanding the ramifications … the crime of murder carries life.”

Five others, including a 15-year-old boy, were charged today over a separate kidnapping in south-west Sydney.

The group are accused of beating up a bodyguard with a baseball bat and abducting him in his own car before being freed by police an hour later.

Production Resumes on ‘The Secret Lives of Mormon Wives’ After Taylor Frankie Paul Controversy

The production of “The Secret Lives of Mormon Wives” is set to resume after a suspension caused by an investigation into domestic abuse involving cast member Taylor Frankie Paul and her former partner, Dakota Mortensen.

Hulu has confirmed to Deadline that filming for Season 5 of the reality series will proceed, though they have not disclosed further details at this time.

Attempts to reach a Hulu representative for additional comments were unsuccessful, as they were not immediately available to respond to Page Six.

Paul recently made headlines when “SLOMW” halted its Season 5 production due to an investigation into allegations of domestic violence against her by Mortensen.

In the wake of these events, ABC decided to cancel the planned season of “The Bachelorette” featuring Paul, following the release of a troubling video depicting a domestic incident between her and her ex.

In the footage from 2023, she attacks Mortensen with chairs in front of her now 8-year-old daughter, Indy.

It was later revealed on March 25 that Paul was under a third domestic violence investigation being led by the West Jordan Police Department in addition to the two investigations being pursued by Draper Police in Utah.

The most recent charges against Paul have been dropped, but she remains embroiled in a heated custody battle with Mortensen, 33, after he petitioned the courts for an order of protection against her.

Mortensen was granted temporary custody of their 2-year-old son, Ever.

Reportedly, sources told TMZ earlier this month that the other stars of the hit reality show “resolved” concerns about filming following the headline-grabbing alleged altercation and were ready to film again.

The cast at the time reportedly anticipated production to resume “in a matter of weeks,” per the report, allegedly pushing Hulu bosses to start as soon as possible so that the delayed production doesn’t affect their summer plans.

Ryan Seacrest’s ‘Cringe’ Habit Exposed: The Surprising Reason Behind His Single Status

Ryan Seacrest, recognized for his wealth, fame, and conventional good looks, seems to have a peculiar quirk that might be hindering his quest for romance: his penchant for winking. On April 1, 2026, during a segment of his radio show “On Air with Ryan Seacrest,” he candidly addressed this quirky habit with his co-hosts. Tanya Rad, one of his co-hosts, noted, “Ryan is such a winker.” Sisanie, another co-host, chimed in, expressing her discomfort by saying, “I think I’ve gotten numb to your winking, but…it’s so cringe.” Seacrest then humorously dedicated two minutes to demonstrate his infamous wink to the camera, reinforcing the ladies’ observations—no, it wasn’t an April Fools’ prank.

Interestingly, Seacrest’s habit seems to have influenced Sisanie, despite her apparent dislike for it. The discussion broadened to explore how winking could alter the dynamics of a conversation. Seacrest explained, “the wink means I did not do what I’m about to say.” For instance, if someone winks while claiming they’re “not really” interested in someone, it implies the opposite. Co-host Ray suggested that winking carries an innuendo. Initially, Seacrest disagreed but eventually conceded that it “could” imply something suggestive.

Sisanie summed it up succinctly: “I think winking is all bad and we need to all stop.”

However, Seacrest’s winking isn’t the only hurdle in his love life. On his radio show, he admitted to being quite selective with his Tinder matches. He looks for partners who are polite and sociable, but also shares his love for morning coffee—specifically without excessive milk or additives. “Green flag, black coffee drinker,” he declared, according to Page Six. Furthermore, he’s not fond of women using loud alarms or taking longer than 27 minutes to get ready. Given Seacrest’s history of dating significantly younger women, finding someone in their twenties who fits this mold might be challenging for the “American Idol” host, born in 1974.

Nevertheless, there’s someone for everyone. Somewhere, Seacrest’s ideal partner might be greeting strangers, sipping plain coffee, and perfecting a 26-minute-and-59-second morning routine. She would also need to be open to having children, as Seacrest was warming up to the idea before his 2024 split with Aubrey Paige. “I do want to have kids. But I haven’t even gone down that path, which is nuts at my age,” he shared with WSJ Magazine in December 2021, as reported by People. “I think in the last year, it’s become clear to me that yes, I do want to do that… I want to be available and present.”

Ryan Seacrest has strict standards

Ryan Seacrest’s winking habit may not be the only reason he hasn’t been able to find love again. He also revealed he’s quite picky about his Tinder matches during “On Air with Ryan Seacrest.” While he, quite reasonably, wants his dates to be friendly and respectful of others, he also requires them to enjoy getting morning coffee together. But they can’t drink too much or mix in too many additives, like milk. (No, we’re not kidding.) “Green flag, black coffee drinker,” he said (via Page Six). He also doesn’t like when women have loud “hardcore” alarms on their phones. Taking too long to get ready — more than 27 minutes — is also a red flag. Given that Seacrest usually dates women much, much younger than himself, the “American Idol” host, born in 1974, might have a hard time finding a 20-something with such a structured personality.

Of course, there’s someone for everyone, so Seacrest’s better half is probably out there saying “hello” to strangers, drinking plain coffee, and getting their morning routine down to 26 minutes and 59 seconds at this very moment. She’ll also need to want children because the child-free bachelor was warming up to the idea of parenthood before he broke up with Aubrey Paige in 2024. “I do want to have kids. But I haven’t even gone down that path, which is nuts at my age,” he told WSJ Magazine in December 2021 (via People). “I think in the last year, it’s become clear to me that yes, I do want to do that…. I want to be available and present.”

Breaking Silence: Lady Challenges President Tinubu for a Must-See TV Interview

A recently circulated video has reignited discussions about the level of media access within Nigeria’s presidential office, as a concerned citizen critiques the communication approach of President Bola Ahmed Tinubu.

The video, which has gained significant traction online, features a Nigerian woman expressing her concerns over the president’s limited direct interaction with the press. Her comments have sparked widespread conversations across various social media platforms.

Concerns Over Limited Media Interaction

In her statement, the woman remarked, “President Tinubu occasionally conducts what seem like press briefings, where he speaks with people around him—likely his inner circle—applauding his every word. And that’s where it ends.”

She also highlighted what she perceives as a lack of thorough media examination, noting, “We never witness a scenario where a journalist is actively questioning him and receiving answers. There are undoubtedly many questions to be posed, yet we never see that opportunity arise.”

She went on to mention that even during the election period, the president’s media engagements were notably sparse.

She recalled, “Even during his campaign, the only interview that I can remember is the one he did with, I think CNN or BBC, I can’t remember which one exactly, but that’s the only one I can remember.”

Questions About Transparency

The speaker also referenced a missed town hall event during the campaign period, stating, “And even when there was a town hall meeting where other presidential candidates came up, he was absent. He sent a representative. Is he scared of TV interview? I don’t know, I can’t tell you.”

She stressed that since assuming office, she has not seen any instance where the president directly answers questions from journalists.

In her words, “Now he’s president, I cannot find, there is no TV interview or there is nowhere where the president is answering media questions where a journalist is asking him questions and he’s answering.”

Comparison With Global Practices

Drawing a comparison with international leaders, she said, “I mean, if you look at the United States, for example, President Trump answers questions from media. He grants TV interviews sometimes, sometimes journalists ask him questions and he answers.”

Her comments referenced former U.S. President Donald Trump as an example of a leader who regularly engages with the press.

She concluded by highlighting what she described as a communication gap, stating, “There’s this gap between the president and the media. We hear from his spokespersons… but we barely hear from the president.”

Open Heaven 22 April 2026 – Reversing Shame

Open Heaven 22 April 2026 Wednesday Daily Devotional By Pastor E. A. Adeboye – Reversing Shame

Open Heaven 22 April 2026 TOPIC – Reversing Shame

MEMORISE: Behold, at that time I will undo all that afflict thee: and I will save her that halteth, and gather her that was driven out; and I will get them praise and fame in every land where they have been put to shame. – Zephaniah 3:19 (KJV)

READ: John 2:1-11 (KJV)

1 And the third day there was a marriage in Cana of Galilee; and the mother of Jesus was there:

2 And both Jesus was called, and his disciples, to the marriage.

3 And when they wanted wine, the mother of Jesus saith unto him, They have no wine.

4 Jesus saith unto her, Woman, what have I to do with thee? mine hour is not yet come.

5 His mother saith unto the servants, Whatsoever he saith unto you, do it.

6 And there were set there six waterpots of stone, after the manner of the purifying of the Jews, containing two or three firkins apiece.

7 Jesus saith unto them, Fill the waterpots with water. And they filled them up to the brim.

8 And he saith unto them, Draw out now, and bear unto the governor of the feast. And they bare it.

9 When the ruler of the feast had tasted the water that was made wine, and knew not whence it was: (but the servants which drew the water knew;) the governor of the feast called the bridegroom,

10 And saith unto him, Every man at the beginning doth set forth good wine; and when men have well drunk, then that which is worse: but thou hast kept the good wine until now.

11 This beginning of miracles did Jesus in Cana of Galilee, and manifested forth his glory; and his disciples believed on him.

BIBLE IN ONE YEAR: 2 Kings 11-13

Open Heaven 22 April 2026 MESSAGE

Sometime ago, a woman came to the church, saying, “Please, help me, I don’t know what to do. My husband keeps wandering aimlessly at night without being in full control of his senses.” We led her to Christ and prayed with her. Shortly after, she was promoted at her workplace and got a new car. As she couldn’t drive, she begged her husband to drive her to church so that her pastor could bless the car. He agreed and told her that he would only drive to the church premises, but he wouldn’t enter the building. He did so and sat in the car while his wife entered the church building. As he sat in the car, he could hear the sermon being preached. After some time, an altar call was made, and he went inside the church to give his life to Christ. Some weeks later, the devil attacked him while he was driving to work. He lost his senses immediately and began to drive around aimlessly until the Holy Spirit took control and instructed him to drive to the church. When he got to the church and stepped out of the car, people could tell immediately that something was wrong with him. They sprang into action and helped him into the church. We prayed for him, and God took control of the situation. God knew beforehand that trouble was coming for the man, and if he hadn’t become born again, he would have gone mad. Therefore, He arranged for a place where he could turn to in the day of trouble. I pray that every plan of shame the enemy has arranged for you will be cancelled today, in Jesus’ name.

In today’s Bible reading, a couple was getting married, and Jesus was invited to the feast. Everything was going well until they ran out of wine. They had not even started their lives together, but they were already experiencing a crisis and were on the verge of being put to shame. Thankfully, Jesus turned what would have resulted in shame into honour, as they later had more than enough good wine to serve their guests.

Beloved, Romans 10:11 says that whosoever believes in God will not be ashamed. If you are currently in a shameful situation, put your trust in God and cry out to Him. He will heed your cry and turn your shame into a testimony, in Jesus’ name.

Open Heaven 22 April 2026 PRAYER POINT

Father, please never let me experience shame in any area of my life, in Jesus’ name.

Open Heaven 22 April 2026 HYMN 27 – What A Friend We Have In Jesus

1 What a friend we have in Jesus,
all our sins and griefs to bear!
What a privilege to carry
everything to God in prayer!
O what peace we often forfeit,
O what needless pain we bear,
all because we do not carry
everything to God in prayer!

2 Have we trials and temptations?
Is there trouble anywhere?
We should never be discouraged;
take it to the Lord in prayer!
Can we find a friend so faithful
who will all our sorrows share?
Jesus knows our every weakness;
take it to the Lord in prayer!

3 Are we weak and heavy laden,
cumbered with a load of care?
Precious Savior, still our refuge-
take it to the Lord in prayer!
Do your friends despise, forsake you?
Take it to the Lord in prayer!
In his arms he’ll take and shield you;
you will find a solace there.

DCLM Daily Manna 22 April 2026 — What’s In A Name?

DCLM Daily Manna 22 April 2026 Devotional by Pastor W. F. Kumuyi — What’s In A Name?

TOPIC: What’s In A Name? (DCLM Daily Manna 22 April 2026)

KEY VERSE: I am the LORD: that is my name: and my glory will I not give to another, neither my praise to graven images – Isaiah 42:8

TEXT: Isaiah 42:8-16 (KJV)

8 I am the Lord: that is my name: and my glory will I not give to another, neither my praise to graven images.

9 Behold, the former things are come to pass, and new things do I declare: before they spring forth I tell you of them.

10 Sing unto the Lord a new song, and his praise from the end of the earth, ye that go down to the sea, and all that is therein; the isles, and the inhabitants thereof.

11 Let the wilderness and the cities thereof lift up their voice, the villages that Kedar doth inhabit: let the inhabitants of the rock sing, let them shout from the top of the mountains.

12 Let them give glory unto the Lord, and declare his praise in the islands.

13 The Lord shall go forth as a mighty man, he shall stir up jealousy like a man of war: he shall cry, yea, roar; he shall prevail against his enemies.

14 I have long time holden my peace; I have been still, and refrained myself: now will I cry like a travailing woman; I will destroy and devour at once.

15 I will make waste mountains and hills, and dry up all their herbs; and I will make the rivers islands, and I will dry up the pools.

16 And I will bring the blind by a way that they knew not; I will lead them in paths that they have not known: I will make darkness light before them, and crooked things straight. These things will I do unto them, and not forsake them.

DCLM Daily Manna For Today MESSAGE:

Odette Sansome was a British spy during World War II who encouraged planting a ruse among the Germans that she was married to a nephew of the British Prime Minister, Peter Churchill. She took on his surname. However, Peter was another spy who bore no relationship with Winston Churchill beyond the similarity in surname. When eventually Odette was captured by the Nazis, the prank seemed to work. The Germans spared her from execution, the fate that awaited all spies. Even after she was condemned to death, the sentence was not carried out because someone was keeping her as a potential bargaining chip with the British. They were convinced they held a high-value prisoner, and she gladly did nothing to correct the impression. When the Germans began to lose the war, a top-level Nazi officer took personal custody of Odette and drove across enemy lines to surrender himself and deliver her to the Allies as a sign of good faith. He wanted amnesty in return. Instead, he was disarmed, arrested and made to rue the foolishness of his assumption.

Used under false pretences, a name saved a clever spy from death. No one, however, should presume to claim the name and glory that belong to God alone, under any guise or circumstance, or for any purpose. God is the Almighty, unique, and peerless. His glory surpasses all, and His power is unlimited. He deserves to be worshipped rather than any angel or prominent religious figure. Some misguided religious groups have established a system of worship that seeks to deify their founders, elevating them almost to the same pedestal as the omnipotent God. Such a practice has no place among the worshippers of the true God. King Herod, in his vainglorious fanfare, received adulation due only to a deity, and he was instantly struck down by an angel. We should be wary of praise singers who tend to go over the top in their sycophantic admiration, usually pursuing some personal advantage. Do not permit anyone to set you up in conflict with God; it does not end well.

THOUGHT FOR THE DAY
God is the eternal One, and He alone is worthy of worship.

Police Arrest Suspect in Tragic Killing of Mental Health Advocate and Mother

Background: The California home where Sergio Fraire allegedly butchered nationally recognized mental health activist Meera Varma and her mother Arti Varma, who is a public school teacher (KTLA/YouTube).

In a tragic incident in California, a mental health advocate and her schoolteacher mother were brutally attacked in their home, resulting in the mother’s death and leaving the daughter hospitalized.

Sergio Fraire, aged 30, has been charged with murder and attempted murder following the Monday morning assault. The Burbank Police Department revealed in a press release that incriminating evidence was found at a location where Fraire had been residing.

Meera Varma, the daughter who survived the attack, is a prominent mental health activist and a TEDx speaker. Her personal website highlights her collaboration with well-known figures such as President Joe Biden, Dr. Jill Biden, Vice President Kamala Harris, and Oprah Winfrey. At the time of the attack, Meera was at her family’s Burbank home with her mother, Arti Varma, when Fraire allegedly launched his violent assault.

Arti Varma’s husband and Meera’s father was overwhelmed with grief upon learning of the attack while he was in India. Local news outlet KABC reported that he was inconsolable after receiving the devastating news. Victor Goli, a family friend and neighbor, recounted to KABC, “He couldn’t even speak right. He was crying.”

“He couldn’t even speak right,” family friend and neighbor Victor Goli told KABC. “He was crying.”

Fraire was arrested on Monday night at the residence where he is “believed to be staying,” according to police. “He was taken into custody without incident, and evidence related to the crime was recovered,” the Burbank PD release says. “The relationship, if any, between the suspect and the victims remains under investigation, as does the motive.”

Burbank police officers and paramedics responded to the 2800 block of North Brighton Street around 6 a.m. on Monday following a report of two individuals who had been stabbed inside a residence and were identified by cops as the Varmas.

“Both victims were transported to a local hospital for treatment,” police say. “Despite lifesaving efforts, the mother, identified as 59-year-old Arti Varma, later succumbed to her injuries. Her 25-year-old daughter remains hospitalized and is currently listed in stable condition.”

A “comprehensive investigation” was conducted after the Varmas were found, which included interviewing witnesses, canvassing for evidence, and “collecting and reviewing surveillance video” that led to police identifying Fraire as a person of interest. A search warrant was executed at the residence where he was staying, which is when the “evidence related to the crime” was recovered, according to Burbank police.

Meera Varma has spoken about her close relationship with her mom in social media posts and on her website. A UCLA write-up from 2023 notes how “Varma says she’s been lucky with how supportive her immediate family” has been throughout her life when it comes to mental health.

“Her connections with the women in her life have been particularly healing, starting with her mother and grandmother,” the school said. “A lot of my resilience and strength in addressing my mental health I owe to them,” Meera Varma explained. “They have been my pillars of support.”

On Facebook, Meera Varma shared the UCLA write-up and described her mom as being one of the “most important” people in her life, along with her grandmother. “I would not be where I am today without them,” Meera Varma said.

Friends and neighbors told local CW affiliate KTLA that Arti Varma was a beloved public school teacher who enjoyed working with youths. “People loved her,” one neighbor said. “She was such a kind person.”

U.S. Military Establishes Inaugural Autonomous Warfare Command to Deploy Unmanned Systems in Latin America

0

The U.S. military is set to introduce an innovative autonomous warfare command designed to deploy state-of-the-art unmanned systems throughout Latin America. This initiative represents a groundbreaking step for a combatant command.

On Tuesday, Gen. Francis Donovan, who leads the U.S. Southern Command (SOUTHCOM), announced his directive to establish the SOUTHCOM Autonomous Warfare Command. This move is intended to bolster national security priorities and strengthen regional efforts.

“We are committed to exploiting the unparalleled capabilities of the American defense landscape, from the ocean depths to outer space and within the cyber realm,” Donovan stated. “By deploying pioneering technologies and enhancing collaboration with our steadfast regional partners, we aim to surpass those who jeopardize our shared peace and security.”

SOUTHCOM has indicated that the new command will implement “autonomous, semi-autonomous, and unmanned platforms and systems” to address threats and challenges across various domains. These efforts will bridge tactical missions with broader strategic goals.

SAWC will also work with U.S. allies in the region and advance missions including targeting narcoterrorist and cartel networks and responding to large-scale natural disasters.

Donovan said the region is well-suited for innovation and collaboration with partners.

“Our geographic area of responsibility has a wide range of conditions, varied terrain, and diverse operational environments that make it an ideal setting in which to innovate. It is also a region with very capable and committed security partners who lean forward, embrace technologies and are very eager to work collaboratively with us to support regional stability in new and effective ways,” he said.

SOUTHCOM is responsible for military operations in Central and South America and the Caribbean, including counter-narcotics missions aimed at disrupting drug trafficking networks that threaten U.S. interests.

The U.S. military has carried out dozens of strikes in recent months on suspected drug-smuggling vessels as part of a broader campaign to dismantle cartel-linked trafficking operations.

In a written posture statement to Congress earlier this year, Donovan said he aimed to leverage emerging technologies, telling lawmakers he intended “to capitalize on next generation capabilities like unmanned platforms, AI integration, and commercial tools to better enable us and our partners to counter … threats together.”

Drones and AI-powered systems

Drones and AI-powered systems are part of a new U.S. Southern Command initiative to counter regional threats. (U.S. Southern Command)

In March, Donovan told an Armed Services Committee member he aimed to build cost-effective, modernized forces for SOUTHCOM’s mission, including autonomous systems and human-machine teaming, “to greatly increase lethality, all-domain awareness, and data sharing for U.S. and partner forces.”

SOUTHCOM said it will work with the military services and the War Department’s Defense Autonomous Warfare Group (DAWG) to identify capabilities needed for the new command to begin operations and integrate into its mission.

Comprehensive Crackdown on NDIS Fraud Unveiled to Combat Scammers and Fraudsters

0
Health Minister Mark Butler delivered the sweeping changes in a National Press Club Address today ahead of the federal budget and said the $15 billion blow to the NDIS will ensure it is no longer ”an ATM for shonks, grifters, fraudsters and crooks”.

In what he described as “difficult but necessary” choices, Butler announced a revamp of the scheme aimed at curtailing exploitation by service providers and reassessing participant eligibility. These measures are designed to tackle the rapidly increasing number of enrollees.

“The NDIS was initially envisioned to support approximately 410,000 individuals with disabilities. Presently, the scheme supports 760,000 people,” Butler explained.

He further revealed that, while new eligibility criteria are still under development, preliminary projections suggest a reduction in participants to about 600,000 by the decade’s end. This is a strategic shift from a trajectory that could have seen numbers soar past 900,000.

Butler cautioned that allowing the NDIS to expand unchecked at its current pace could jeopardize its sustainability for future generations.

“It is becoming prohibitively expensive and is expanding too rapidly,” Butler remarked.

“We can’t afford for the NDIS to continue growing at its current rate.”

The government flagged eight “recurring design failures” in the NDIS that will be addressed by the overhaul.

Butler said taxpayer dollars spent on the NDIS will be reduced from a forecasted $70 billion to around $55 billion by 2030.

The cost-cutting measures will see NDIS funds per participant wound back from an average $31,000 per person to around $26,000.

The government will also reduce spending on third-parties who manage the majority of NDIS plans and claims by around 30 per cent.

NDIS providers will be more heavily vetted under the changes.

“Too often in the NDIS, we see that competition play out with third parties cutting costs and cutting corners to get as many plans on the books as possible rather than trying to win clients based on the quality of their service,” Butler added.

“Instead of this contest, our government will identify a shortlist of accountable, quality providers which people can choose from.”

The government will also make it harder for people to access NDIS funds, with eligibility rules set to change.

A “standardised, evidence-based assessments of a person’s functional capacity to determine access” to the NDIS will be introduced, Butler said.

Lists that decide a person’s eligibility to access the scheme will be scrapped.

“These so-called access lists were put in place to get the scheme up and running, but they were always supposed to make way for an objective assessment tool,” Butler said.

“Instead, the diagnosis gateway has funnelled people onto a scheme that was never designed for them. Now, that’s not their fault. They’ve been told this is the only program available, or that this is the help that their child needs.

“It’s our responsibility as governments to make sure that in the future, these Australians are pointed in the right direction.”

The Albanese government and the Coalition have negotiated to deliver on major reform that will transform the NDIS and aged care.

Cuts to subsidised health cover Aussies aged over 65

Butler also announced that the government will hand down cuts to subsidised private health cover for older Australians in the May budget.

Residents aged over 65 will receive the same, lower rebate that other Australians are given.

The health minister admitted it would not be a welcome decision, but that it was the “right thing to do”.

He said these savings will be diverted into aged care.

“Right now, we subsidise private health cover for Australians over 65 at a higher rate than other Australians,” Butler said.

“It means two households on the same income receive different levels of government support based only on their age.

“That’s simply not fair between generations. And it’s simply not the best way to spend precious taxpayer dollars.”

Criticism levelled at NDIS cuts

The opposition claims Butler is attempting to “ram” the NDIS changes through parliament without enough consultation with the Coalition.

Shadow NDIS minister Melissa McIntosh said said not enough detail has been provided over how 160,000 people will be booted from the scheme.

“I have a woman who’s told me that she had to prove that she did not have legs to be able to access the NDIS. Does this mean she has to reprove that she no longer has legs so she can get the funding that she desperately needs?” McIntosh told reporters in Canberra.

Greens senator Jordan Steele-John said his reaction to Butler’s announcement is one of “shock and deep sadness”.

He told the ABC that the disability community is now terrified of what is to come.

”What this means is that thousands of families will live for weeks, months, if not years, in the anguish and uncertainty,” Steele-John said.

Chief executive of Spinal Life Australia Mark Townend raised questions about the introduction of stronger eligibility tests.

He said NDIS participants should not be subject to repeated evaluations of their disability.

“For people living with significant, permanent disability, the system must be built on trust,” he said.

“Disability does not disappear with age, impairments actually increase, and participants should not be subjected to ongoing, unnecessary reassessments that create stress and uncertainty.”
