Indecent exposure and voyeurism offences are increasingly ending without prosecution, prompting fresh criticism of what opponents describe as Labour’s soft approach to justice.

Home Office data reveals that police in England and Wales recorded 17,907 offences involving indecent exposure or voyeurism last year—the highest figure since records began.

Yet only 2,474 of those cases resulted in a suspect being charged and brought before a court.

The other 15,433 cases did not lead to a criminal charge. In some investigations, no suspect was identified, while others ended without a criminal record even after an offender was located.

Among those caught last year, 130 received a caution, while a further 199 cases were dealt with through an informal “community resolution”—a process that can include an offender apologising to the victim.

Another 165 investigations were concluded after the offender completed a diversionary, educational or intervention programme.

Police were unable to name a suspect in 5,646 of the cases closed during the year.

In a further 7,115 investigations, officers identified a suspect but were unable to proceed because of evidential problems.

Overall, around six in seven cases ended without a charge, meaning a record number of indecent exposure and voyeurism investigations failed to result in a court appearance.

He faced several allegations of indecent exposure while serving as a police officer, but the claims were not properly investigated.

The number of cases ending without justice rose by 29 per cent in a single year, increasing from 13,862 in 2024.

Criminal justice specialists have warned that repeat offenders who avoid prosecution may become increasingly emboldened and go on to commit more serious crimes, as happened in the case of Sarah Everard’s killer, Wayne Couzens.

Couzens was later given a whole-life tariff for the rape and murder of the 33-year-old in 2021, after earlier opportunities to stop his offending were missed.

Metropolitan Police figures show that the force closed 3,073 indecent exposure and voyeurism cases last year. In 1,244 of those investigations, no suspect was ever identified.

British Transport Police recorded the weakest results, failing to identify a suspect in exactly half of the 464 cases it closed on the rail network last year.

The number of offences has also climbed sharply. In 2021, police dealt with 11,189 such cases—around 60 per cent fewer than the latest total.

Separate figures show that during the past five years, people with a previous conviction for indecent exposure or voyeurism were linked to nine murders, 300 rapes and 261 sexual assaults.

Killers who committed indecent exposure offences before going on to murder include Pawel Relowicz, who was convicted of killing Hull university student Libby Squire, and Colin Pitchfork, the first person to be convicted using DNA profiling.

A spokesperson for the National Police Chiefs’ Council said: “Indecent exposure is a serious crime that can have a lasting impact on victims. Every report must be investigated thoroughly, with care and compassion.”

‘More than 100,000 officers have completed a new non-contact sexual offences training module to improve the quality of investigations.

‘The training emphasises the importance of recognising the harm caused to victims and shifting the focus of an investigation to the suspect’s wider pattern of behaviour.

‘Most importantly, we want women and girls to feel safe and confident reporting to police, and when they do come forward, we must take swift action.’

Labour has come under fire for a series of soft justice policies, including releasing tens of thousands of criminals from jail early and introducing legislation to cut jail terms.

A Home Office spokesman said: ‘These figures show that more victims are coming forward with these often-underreported crimes, but we know there is more to do to ensure survivors come forward and are taken seriously when they do.

‘That is why this government has pledged to halve violence against women and girls within a decade.

‘We are already reviewing how the police respond to non-contact sexual offences and have supported the development of new training for police on these crimes.’

The investigation into a Philadelphia home linked to suspected serial killer Raymond “RC” Horsch has intensified, with police and the FBI deploying specialized detection dogs and preparing to test the property for possible blood traces.

Authorities have searched the two-story brick house several times. The property was owned by Horsch, who died last year at 82 and was known as an adult filmmaker and author of books about serial killers who targeted women.

Investigators believe seven missing women may have connections to Horsch and the home, located in Philadelphia’s Olney neighborhood.

A preliminary search reportedly uncovered more than one million photographs and videos involving alleged sex acts and drug use, including what authorities believe may be at least one snuff film.

Police say the material appears to feature at least 58 alleged victims. In at least five recordings, the women appear to be either unconscious or dead, according to investigators.

The FBI became involved Tuesday. By Friday, Philadelphia police had brought in Cache, an electronic-detection dog, along with additional K-9s, sources told CBS News.

Cache, a black Labrador, is trained to locate concealed digital storage devices by detecting the oils left on their surfaces.

Investigators also plan to apply luminol inside the house Monday. The chemical can react with iron in blood and produce a short-lived blue glow, even when an area has been cleaned.

The luminol examination is expected to take place after sunset, when any chemical reaction may be more visible in the darkness.

Authorities are then expected to bring heavy machinery to the property Tuesday as they search underground areas for evidence that could connect Horsch to the missing women.

As of Sunday, police had not announced finding human remains at the property or nearby. Officials also had not said whether Cache’s search uncovered additional digital devices or files.

Sources told CBS News that the women identified in the files include Gabrielle Amarando, Maribel Fresses and Nicole Fusaro, who each disappeared several years ago.

Horsch’s former wife, Amy McHale, is also missing, as is Blair Tonzelli, another woman investigators have linked to him.

According to reports, 10 other women appearing in the material later died from overdoses and were discovered at different locations around Philadelphia. Sixteen alleged victims were found alive, but investigators said they were reluctant to describe what happened inside the home. Three declined to speak with authorities.

Investigators are now attempting to locate and interview 25 additional alleged victims identified through the disturbing photographs and videos.

The investigation began after a federal park ranger encountered Eugene, Horsch’s son, just days before authorities were led to the property. Eugene now owns the house and had lived there with his father.

Eugene was inside a vehicle with a woman in an unrestricted area in Independence National Historical Park on June 19, according to a legal complaint reviewed by the Daily Mail.

When the officer approached the black BMW, he heard the female say something along the lines of ‘you’re going to hurt me!’ as Eugene rolled the window down, the complaint read.

The ranger quickly noticed sores on both of their arms, ‘which are common among illegal drug users,’ according to the document.

Eugene was holding tweezers and a butane lighter was clearly visible inside the car, the ranger noted.

Based on what he observed, the ranger asked Eugene and the woman to provide identification, according to the complaint.

Records then showed that the woman’s ID belonged to a missing person reported out of Philadelphia, which led the officer to ask Eugene to step out of the car, per the complaint.

NBC reports that the ID belonged to Blair Tonzelli, who had been missing since 2023.

The disturbing find led authorities to conduct a search of Eugene and his father’s home, where they found the creepy videos and images.

The home also contained at least one illegal gun, ammunition, chemicals, a fake FBI badge, a marijuana growing operation and five urns containing cremated remains, according to police.

Eugene remains behind bars on drug and gun charges as his lawyer said he is upset that the house will be destroyed by the police activity inside. 

An Iranian asylum seeker who claimed he could not have attempted rape because he had a “micropenis” has been sentenced to 11 years in prison.

Hossein Mohmoudi, 37, arrived in the UK after crossing the English Channel in a small boat. In December 2024, he followed a 43-year-old woman from a Christmas party and attacked her in an alleyway.

He pursued the woman for nearly an hour, including onto a bus, before a passerby stepped in and brought the assault to an end.

During his trial, Mohmoudi argued that the attempted rape was impossible because he had a “micropenis”. Judge Sarah-Jane Griffiths later described him as a “dangerous sexual predator”.

Two doctors were sent to his prison cell to examine him and assess the claim about the size of his penis.

Consultant urologist Dr George Fowlis told Snaresbrook Crown Court that Mohmoudi’s penis was within the normal range.

Mohmoudi also maintained that he had a low sex drive because of his obesity, smoking and depression.

That argument was challenged by evidence that he had been active on a fetish website before the attack. Mohmoudi said he had used the site only to improve his English.

Judge Griffiths rejected that explanation, telling him: “I do not believe for one moment that you were on that site to learn, or improve, your English.”

She continued: “I also find that you were clearly able to have sexual intercourse. The evidence against you was overwhelming.”

The jury also heard that Mohmoudi had received an email from a sperm bank regarding an application to become a donor.

Mohmoudi left Iran in 2014 and illegally entered Turkey, Greece, Germany and France before travelling to Britain. While in Germany, he was convicted twice of assault and three times for criminal damage.

The court was told that, three months before the attempted rape, Mohmoudi had frightened another woman by following her home, lingering outside and looking inside for a prolonged period. She contacted police over the incident.

Prosecutor Christiaan Moll also said Mohmoudi had previously stalked a barmaid in south-west London and repeatedly emailed another woman at her workplace.

Judge Griffiths said: “I have no doubt you were wandering the streets in the early hours looking to see if there was anyone around you could take advantage of.”

She said the latest offence had inflicted “severe psychological harm” on the victim and added: “You have shown no remorse at all.”

Mohmoudi followed the woman for three miles, travelling from Whitechapel to Stratford.

Court footage showed him mirroring his victim’s movements and crossing the road whenever she did. A gate blocked the view of the assault itself, but the woman could be heard shouting: “Wait! Wait! Wait! F*** you! F*** off! F*** you! F*** off!”

The attack lasted 27 seconds before a passing cyclist intervened. The victim later said the cyclist had “saved” her.

The victim said: ‘I thought you were going to kill me that night if you hadn’t been interrupted. You still might… You completely destroyed my life.’

Because Mohmoudi denied the attack, he could not be forced into an STD test – so his victim was left with ‘no choice but to take medication to prevent HIV and hepatitis B’.

She said: ‘The side effects of the first month of taking HIV meds on my stomach, my weight and my energy were a horrific extension of what you did to me.

‘December used to be a time I looked forward to. Now, when the Christmas lights go up and the party invitations come in, my body knows the anniversary is coming before my mind does.’

Judge Griffiths sentenced Mohmoudi to 11 years in prison and gave him an extended licence period of four years.

He will serve two-thirds of his custodial sentence before being assessed for parole, and will be liable for deportation after his custodial sentence is served.

Detective Inspector Thomas Meaden, who led the Metropolitan Police’s investigation, said: ‘The victim has shown great strength throughout what has been an extremely hard experience. I hope this outcome provides some measure of justice.

‘Mohmoudi is a predator who poses danger to any women and girls he may cross. Had he not been interrupted by a brave member of the public, he intended to commit further harm.’

Nicola Peltz shared a passionate kiss with her husband, Brooklyn Beckham, in a series of intimate Paris photos posted to Instagram on Sunday.

During the couple’s Paris Fashion Week trip, Brooklyn also showcased a love-letter tattoo dedicated to Nicola in photographs shared online.

The couple travelled to the French capital for a series of fashion shows, staying just miles from Brooklyn’s estranged family, who were also in Paris for designer Victoria’s own show.

In a display of his continuing devotion to his wife of four years, Brooklyn posed in a photograph Nicola shared while the pair attended a fitting for the Balenciaga show.

The shirtless image revealed the large tattoo covering Brooklyn’s back. It is one of at least 70 tattoos he has dedicated to Nicola and features a transcription of a love letter she wrote shortly before their wedding.

“My forever boy, read this anytime you feel anxious,” the tattoo begins. “I want you to know how deeply loved you are. You have the kindest heart I’ve ever met and I hope I never go a day without your love. I think you are so incredible.”

“Just know we can get through it all together if you breathe slow and trust. I love you beyond. Love always, Your future wifey.”

Brooklyn and Nicola arrived in Paris for a “date night” before attending the Balenciaga show at the Tennis Club de Paris.

Although Brooklyn was spotted at several Paris Fashion Week events, he did not attend his estranged mother Victoria’s runway show over the weekend.

Although he was in the same city as his famous family, Brooklyn showed there are no signs of reconciling with them as he and Nicola partied in Paris on Saturday just miles away from them.

As David, Harper, Romeo and Cruz – as well as the boys’ girlfriends – enjoyed their front-row catwalk seats at the Conciergerie at 2 Boulevard du Palais, Brooklyn and Nicola happened to be close to the Louvre.

Those who know the family wonder whether Brooklyn and Nicola were revelling in their trip to the French capital and the calendar clash.

They point out that the pair’s Paris sojourn was documented by a photographer from their preferred paparazzi agency.

One source told the Daily Mail’s Katie Hind: ‘It feels like there is some trolling going on. You have to wonder whether Nicola and Brooklyn are enjoying winding it all up. They made sure they were seen everywhere thanks to a certain pap firm.

‘The irony of that, of course, is that Brooklyn has had a go at his parents for setting up picture opportunities when all of the hallmarks are there that they are doing it themselves.

‘It doesn’t matter what the distance between the two sides is, there is absolutely no chance of any olive branches or anyone making up any time soon.’

Following the show, Victoria appeared to allude to Brooklyn’s absence in a post on Instagram where she said she felt ‘so blessed’ to have the rest of the family supporting her.

The fashion designer wrote: ‘To my friends and family, I feel so blessed to have you all by my side.’

David also shared a post offering similar praise of his wife, writing: ‘We are so proud of you, yet again you show your elegance, passion & beauty in how you want people to feel in your clothes.

‘We feel so lucky to be part of your beautiful night in a place that we love so much. Well done we couldn’t be prouder.’

Just hours before the show, David had offered one more olive branch to his son as he liked a video of Brooklyn and Nicola at the MESSIKA show – but clearly to no avail.

While he and wife Nicola were not there in summer, or indeed last year, just 24 hours before the couple had been partying just a little over a mile away at the Grand Palais.

While it is understood that Victoria didn’t arrive in Paris until Friday, Brooklyn’s brother Romeo, 24, was partying at the Plaza Athenee hotel alongside Spanish tennis champion Carlos Alcaraz just less than a mile away.

But the siblings didn’t run into one another, much to the relief of the family.

A source said: ‘No good will come from them bumping into one another, relations are still devastatingly strained.

‘Victoria’s Paris Fashion weeks are very special to her, she loves celebrating her work and she loves having her family there, it means so much.

‘Of course Brooklyn is missed, he is always missed from big Beckham get togethers, he used to love them but he has chosen this to be the way it is.’

The last time the couple attended Victoria’s fashion show was in September 2024, just months before the family feud broke out. The event was filmed for Victoria’s Netflix show and the couple made a fleeting appearance.

Within six months, Brooklyn and his parents had a huge fallout after he snubbed all of his father’s 50th birthday celebrations.

Despite being in London they refused to join the former England football captain and the rest of the family for a trip to a Bordeaux vineyard, a big do at their Cotswolds home and a meal at a Notting Hill restaurant.

Of the family rift, friends say there is ‘no end in sight at the moment’ as relations worsened after Brooklyn posted a six-page message on Instagram where he made several heartbreaking accusations about his parents, including his Victoria hijacking the first dance at his wedding and dancing ‘inappropriately’ with him.
