It said he was “under continuous supervision and control”, was not free to leave and could not consent to his care, treatment or accommodation.

Another boat carrying suspected illegal migrants has been intercepted off Southern California, just days after nearly a dozen people reached affluent Newport Beach before disappearing into the surrounding neighborhood.

The latest incident occurred Tuesday night, when the Coast Guard stopped a 21-foot vessel about six miles off Point Loma. Eight adults were found aboard.

Watchstanders at the Joint Harbor Operations Center detected the suspicious boat at 8:02 p.m. and dispatched a boarding team from the Coast Guard Maritime Safety and Security Team Los Angeles/Long Beach.

The crew approached the vessel, gained compliance and detained all eight occupants. The Coast Guard identified them as suspected aliens.

The individuals were taken to Ballast Point and turned over to U.S. Border Patrol agents for further investigation.

The interception came only days after authorities struggled to locate another group that reached Newport Harbor on Saturday before disappearing among the area’s multimillion-dollar homes.

Nearly a dozen suspected illegal migrants reportedly jumped from a 20-foot boat after it sped into the harbor and struck a nearby yacht, causing damage. The vessel was then abandoned.

Grainy surveillance footage showed the group leaving the boat near the Balboa Island Ferry before scattering on foot.

“Literally no regard for safety, just barreled in and everyone bailed out and just skirmished into the community,” Newport Beach City Council member Erik Weigand previously said.

Investigators are searching for additional footage from public and private security cameras that may help identify the group. Facial recognition technology could potentially be used as part of that effort.

Authorities have not determined whether anyone was waiting for the group onshore or whether vehicles helped them leave the area.

The two incidents are among a growing number of migrant-boat encounters reported in Southern California waters.

In an earlier landing near Newport Harbor, more than 20 suspected migrants reportedly jumped from a panga boat and climbed into waiting vans. Separately, the Coast Guard intercepted boats carrying groups of 21 and 24 people.

In another case, 37 suspected migrants were rescued nearly 100 miles offshore after their vessel was reportedly left drifting for two days without food, water or fuel.

A Minnesota woman allegedly led Wisconsin State Patrol troopers on a high-speed pursuit that left one trooper seriously injured.

Martell Tolbert Mitchell, 47, faces charges of fleeing or eluding an officer and recklessly endangering safety following Monday’s chase. According to a criminal complaint obtained by local ABC affiliate WQOW, Illinois State Police alerted Wisconsin authorities that a driver—later identified as Tolbert Mitchell—had allegedly fled a traffic stop. Troopers later spotted her vehicle in Eau Claire County and attempted to pull her over again.

Instead of stopping, Tolbert Mitchell allegedly accelerated to more than 100 mph, with the pursuit eventually reaching speeds of about 125 mph.

Tolbert Mitchell has not been charged in connection with Trooper Brad Ritger’s injuries. Along with the fleeing and reckless-endangerment charges, she is accused of possessing cocaine with intent to distribute and possessing THC with intent to distribute. Her name did not appear on the Dunn County Jail inmate roster posted Thursday.

Tolbert Mitchell’s next court appearance is scheduled for Sept. 28.

A Virginia mother whose daughter was fatally stabbed at a bus stop is working to remove the county’s top prosecutor after learning the accused killer had been arrested more than 30 times before the attack.

“Stephanie should be alive today,” Cheryl Minter wrote in a petition seeking the removal of Fairfax County Commonwealth’s Attorney Steve Descano. “I had to do what no parent should ever have to. I had to bury my daughter.”

Stephanie Minter, 41, was discovered with multiple stab wounds inside a bus shelter in Hybla Valley on Feb. 23, according to Fairfax County police. Abdul Jalloh, 32, has been charged with second-degree murder. He has not been convicted in connection with her death.

“She was an amazingly strong woman, amazingly strong, and happy and brought brightness and joy to so many people,” Cheryl Minter told News Media.

The Department of Homeland Security says Jalloh, a Sierra Leone national who entered the United States illegally in 2012, had been arrested more than 30 times. His prior charges included rape, malicious wounding, assault and theft, DHS said.

“I was shocked. I mean, literally in shock,” Cheryl Minter said when asked about his criminal record. “And then this man who’s killed her, just is let off like it’s nothing. Like it’s nothing.”

In her petition, Cheryl Minter attributed what she described as a preventable death to decisions made by Descano.

“Thirty times the system had a chance to stop him. Thirty times,” she wrote. “I think about that every single day.”

Cheryl questioned why Jalloh was released after an arrest she remembered occurring during the winter before Stephanie was killed. The details of that case, including who authorized the release, have not been independently confirmed.

“When you let these people back out on the streets, they’re not gonna stop. Why would they stop?” she said.

Cheryl Minter also criticized Descano’s 2020 plea-bargaining policy, which advised prosecutors to “consider immigration consequences where possible” and assess how charges might affect a defendant’s immigration status, WTOP reported. The outlet said in May that the webpage outlining the policy was no longer available on Descano’s office website. Minter contends that prosecutors should prioritize public safety.

The policy is now facing federal scrutiny. The Justice Department announced in May that it was investigating whether Descano’s office provided preferential treatment in charging decisions and plea agreements to defendants who are in the country illegally rather than U.S. citizens. The department said it had reached no conclusions. The investigation does not establish how Jalloh’s previous cases were handled.

Descano defended the policy after being notified of the investigation.

“My policies are fair, legal, and reflect the values of my community,” he wrote in a post on X.

Cheryl Minter said her petition is primarily intended to push for changes in Fairfax County and elsewhere. She also wants Descano removed from office.

“I think, first and foremost, is the change,” she said. “Second would be, I would love to see Descano out.”

Jennifer Harrison, executive director of the Victims’ Rights Reform Council, helped Minter launch the Change.org petition. Minter acknowledged that an online petition cannot remove Descano on its own, but she hopes it will bring greater scrutiny to his office.

Congress is also seeking answers from Descano. House Judiciary Committee Chairman Jim Jordan, R-Ohio, subpoenaed him on Sept. 16 as part of an investigation into whether prosecutors provide preferential treatment to criminal suspects based on their immigration status.

Jordan set a Sept. 25 deadline after accusing Descano’s office of failing to fully comply with earlier requests.

In a previous statement to News Media, Descano’s office called the subpoena a “needless escalation” and accused the committee of waging a “partisan siege” against Fairfax County. It said the office had turned over more than 1,100 pages of documents, that Descano had voluntarily testified and that it would continue to respond to legitimate inquiries while working to keep the county safe.

The office has separately said it is prosecuting Jalloh for Stephanie’s murder with a trial scheduled for January 2027 and cannot comment further on the pending case.

Fairfax County police said Jalloh was arrested after an employee at a local business recognized him and called authorities the day after Stephanie Minter was killed. He was held without bond.

ICE lodged a detainer on Feb. 25 after Jalloh was in custody, asking to be notified before his release, according to DHS. The agency said it had also lodged a detainer against him in 2020 and that an immigration judge later ordered him removed to a country other than Sierra Leone.

Cheryl Minter said employees of Descano’s office working on her daughter’s murder case have been “wonderful with me.” She said her criticism is aimed at the decisions she believes left a repeat offender free.

“I want people never to stop talking about it,” she said. “I just don’t want the talk to stop, and I’ll do whatever to keep it going.”

“Stephanie cannot speak for herself anymore. So I am,” she wrote in the petition.

President Donald Trump welcomed Chinese President Xi Jinping to Washington this week with full diplomatic honors. On Capitol Hill, however, the visit sparked sharply divided reactions.

Senator John Kennedy, the Louisiana Republican, described Xi as a “reptile” and said he would not turn his back on the Chinese leader “if he’s two days dead.”

Kennedy said he understood Trump’s desire to reach an agreement with Beijing and wished the president well. But he emphasized that his view was based on personal experience, saying he had met Xi and sat across from him at a distance of about six feet.

“This man thinks he’s on a mission from God, except his God is himself,” Kennedy said.

Connecticut Democratic Senator Richard Blumenthal, who was briefed this week on China’s assistance to Iran during its conflict with the United States, said Trump should be confronting Xi rather than offering him a ceremonial welcome.

“Far from rolling out the red carpet, [Trump] ought to be telling Xi: knock it off, stop it, or we’re not going to talk to you about AI or anything else,” Blumenthal told the Daily Mail.

Xi is visiting the White House at Trump’s invitation, just months after Trump traveled to China. The meeting comes as the two countries remain locked in a damaging trade dispute marked by tariffs and reciprocal restrictions on commerce.

Congressional leaders have repeatedly criticized Beijing’s trade policies and warned that China’s actions could endanger US supply chains and pose broader national security risks.

Among the memoir’s most contentious passages is Spencer’s account of Charles’ alleged response following Diana’s death. Spencer says he gave William and Harry advance notice about the memoir and informed them at the same time. “I told them exactly the same time. And I can say that Harry is completely fine about it,” he told People.
