A week-long “triple flood threat” is taking shape across multiple states, with potentially life-threatening rainfall forecast for more than 15 million people.

Flood watches were in effect across 10 states Tuesday morning as forecasters warned that moisture from Hurricane Polo, the remnants of Hurricane Odalys and a dip in the jet stream over the United States were combining to produce a sprawling storm system.

The most intense rainfall Tuesday is expected across Arizona, Colorado, New Mexico, Kansas, Oklahoma and Texas. However, the threat of flooding will continue to shift eastward through the remainder of the week.

Flood watches also cover Utah, Nebraska, Missouri and Iowa. AccuWeather said more than 2 inches of rain could fall in parts of Arkansas, Illinois, Indiana, Michigan and Wisconsin by Friday.

“Rainfall rates within the most intense bouts of rainfall [this week] can reach 2-3 inches per hour, which can create a life-threatening situation,” AccuWeather meteorologist Brandon Buckingham said.

AccuWeather’s latest forecast calls for as much as 8 inches of rain in parts of Colorado, Iowa, Kansas, Missouri, Nebraska, New Mexico, Oklahoma and Texas this week.

In an extreme scenario, forecasters said isolated locations could receive up to 18 inches of rainfall.

The National Weather Service has issued flash flood warnings for parts of Arizona and New Mexico on Tuesday. Officials urged drivers to stay away from flooded roads, noting that vehicles are involved in the leading cause of flood-related deaths.

“Flooding of washes and creeks will occur, some dirt roads will become muddy and impassable. Paved roads and underpasses could become flooded as well,” the NWS said in a statement.

“Turn around, don’t drown when encountering flooded roads. Most flood deaths occur in vehicles.”

AccuWeather Chief Meteorologist Jonathan Porter said New Mexico could face “the most dangerous flash flooding risk in the last five years or more,” emphasizing the need to monitor conditions and avoid rapidly rising water.

The NWS cautioned that recent storms have already saturated soils across the Southwest, leaving the ground with little capacity to absorb the additional rainfall expected this week.

That has placed six states—Arizona, New Mexico, Texas, Oklahoma, Colorado and Kansas—in a Moderate Risk zone for excessive rainfall Tuesday, signaling an elevated threat of flooding and flash flooding.

Forecasters said colder air pushing the jet stream south will help carry moisture from Polo and Odalys eastward, sending the storm’s effects into the Midwest and Great Lakes later this week.

The heaviest rain and thunderstorms are expected across central Texas, Oklahoma and Kansas Wednesday before spreading into parts of Arkansas and Missouri Thursday.

Isolated tornadoes and damaging wind gusts of up to 60 mph could affect the South as Polo’s remnants move into the United States. The storm, which made landfall in Mexico on Monday, is expected to weaken below hurricane strength before reaching the Southwest.

AccuWeather meteorologist Alex Duffus added: ‘This rainfall event will essentially consist of a triple threat combination: moisture leftover from Odalys, moisture transported from Polo and the incoming trough shifting across the West.’

‘All pieces will work together to create a life-threatening rainfall event for some locations.’

In mountainous areas, the heavy rains may trigger local mudslides, and AccuWeather has projected that the greatest risk of widespread property damage and injuries will likely be seen across New Mexico and central Texas this week.

The storm has already begun to impact travel throughout the Southwest, with Phoenix Sky Harbor International Airport issuing a ground delay until at least 4pm ET due to thunderstorms.

Flights at the airport have been delayed by an average of 37 minutes as of 11am ET.

Hurricane Polo, a major component of this week’s massive storm, struck the California Baja Peninsula in Mexico on Monday, flooding local towns and causing widespread property damage.

NWS has projected that Polo will weaken as it moves over land, but may still be a tropical storm as its eye nears the Texas border Tuesday night.

Republican gubernatorial candidate Bruce Blakeman announced a sweeping tax-cut proposal Tuesday that he says would save New Yorkers $35 billion.

The long-awaited plan would effectively eliminate state income taxes for many households in 45 of New York’s 62 counties, according to Blakeman.

If elected in November, the Nassau County executive said he would exempt the first $50,000 of income earned by single filers and the first $100,000 earned by married couples.

Blakeman said the average income for married couples in 45 counties is below $100,000. As a result, he argued, the proposal could deliver substantial relief to rural communities that believe Albany has left them behind.

Under New York’s existing tax system, a married couple earning $250,000 annually faces a top marginal rate of 6%, resulting in an income-tax bill of about $13,000.

A single taxpayer earning $100,000 is subject to the same top rate and pays roughly $5,000 per year.

Blakeman’s plan would reduce the married couple’s annual income-tax bill to approximately $6,000, while cutting the single filer’s bill in half to about $2,000.

His campaign also proposed lowering the tax rate for earners making between $100,000 and $500,000 to 4%, down from rates ranging between 6% and 6.85%.

New York currently uses a progressive income-tax structure, with rates rising alongside earnings. Rates range from 4% for lower-income taxpayers to 9.65% for individuals and families earning more than $5 million, and 10.9% for those making above $25 million.

Blakeman’s office estimates that the tax reductions would cost the state $35 billion, but the campaign has not explained how it would replace that lost revenue.

Blakeman is challenging Democratic Gov. Kathy Hochul, who is running for a second four-year term.

New York has the nation’s highest per-resident tax burden when state and local taxes are combined, according to an analysis released last week by the Citizens Budget Commission.

The nonpartisan watchdog also found that New York spends more than any other mainland state, ranking second nationally only to oil-rich Alaska.

Opponents of New York’s high taxes and spending have taken to calling it the “Vampire State” rather than the Empire State.

AUSTIN, Texas — Camp Mystic’s owners have proposed selling the riverfront property through a bankruptcy proceeding, hoping a new owner will preserve the Christian girls’ camp’s “historic mission” after 27 campers and counselors died in the catastrophic 2025 flood.

The private camp, which has operated for about a century, filed a Chapter 11 reorganization plan Sept. 25. The proposal calls for an auction of the 749 acres (3 square kilometers) it owns, along with other assets.

Set among wooded hills along the Guadalupe River, the expansive property included several single-story cabins where some of the youngest campers stayed, as well as a recreation hall near the river. A separate campus on higher ground escaped flooding.

The Eastland family had operated the camp for decades and initially planned to reopen it this summer. Those plans drew strong opposition from victims’ relatives and some Texas lawmakers, while lawsuits and legislative inquiries examined the events leading to the disaster.

Under the proposed bankruptcy plan, the owners anticipate that a prospective buyer would have the backing of families who support Camp Mystic.

The filing makes clear that a buyer would not be legally required to continue operating the property as a camp. However, it says preference would be given in selecting the highest or otherwise best offer to a purchaser willing to preserve the camp’s historic purpose.

Twenty-five campers and two counselors were killed when the Guadalupe River burst its banks before dawn on July 4, 2025. Camp owner and director Richard Eastland also died. At least 136 people were killed along a several-mile section of the river.

Earlier this month, state police investigators requested search warrants for the camp owners’ electronic communications. Investigators said the records could contain evidence related to possible manslaughter, negligent homicide, child abandonment or other offenses.

No charges have been filed.

The proposed reorganization must be reviewed and approved by U.S. Bankruptcy Judge Christopher M. Lopez. Camp Mystic officials did not immediately respond Monday to an emailed request for comment.

All creditors, including families who have filed wrongful-death lawsuits against Camp Mystic, will be able to respond to the bankruptcy plan.

“The Eastlands are now attempting to determine the future of the Camp Mystic property, but the victims’ families, including my clients, will fight to protect their rights and ensure any sale is fair and transparent,” said Tim Ferguson, an attorney for the family of 8-year-old Mary Grace Baker, who died at the camp.

“The Bakers intend to continue fighting for answers, accountability and justice for their daughter,” Ferguson said.
