Securing Illinois' Farmland Future: Conservation Leaders...

SPRINGFIELD, Ill. (WCIA) — Environmental advocates in Illinois are calling on legislators to allocate additional resources to the state’s soil and water conservation districts, highlighting potential risks to agricultural lands if funding remains insufficient.

Officials in the agriculture sector emphasize that the proposed financial support is crucial for enhancing water quality and mitigating flood risks, alongside other conservation initiatives.

In legislative developments, proponents are pushing for the passage of House Bill 4755, as well as a corresponding Senate proposal, both designed to establish a fresh funding stream for conservation efforts. This would be achieved through a one-time levy on farmland transitioned for development purposes.

Authored by State Representative Sharon Chung (D-Bloomington), HB 4755 seeks to allocate $10 million starting in July to bolster the operations of soil and water conservation districts.

SB 4044 expands on that proposal. Led by state Sen. David Koehler (D-Peoria), those districts would receive $10 million plus revenue from a new stream.

Under the bill, developers would have to pay a one time, $275 fee per acre on farmland that’s converted for industrial use.

Eliot Clay, executive director with The Association of Illinois Soil & Water Conservation Districts (AISWCD) said provision not only helps with funding, but it gives them needed oversight of incoming projects.

“All we want to ensure is that some of the soil and water conservation districts are funded well enough to be able to keep monitoring and seeing what’s going on,” Clay said. “Because this is all happening so fast that we need at least somebody out there keeping their eye on things.”

Despite the financial contribution from developers, Clay said he still has his concerns about the environmental impact. Amongst them — topsoil.

According to the United Nations Educational, Scientific and Cultural Organization, the resource is at danger of being 90% depleted by 2050.

Clay said the issue hit home, as soil kicked up last week due in his town of Auburn during a round of dust storms in Central Illinois.

While the storms did not impact the entire state, Clay described them as a warning sign that more action is needed to protect farmland and natural resources.

“We realized that people are capable of doing a lot of damage if unchecked,” Clay said. “But we also realize, too, that people are going to be part of the solution.”

Lawmakers face a May 31 deadline to get either of the proposals over the finish line. Both bills have received overwhelmingly more support than opposition in committee hearings.

A combined 574 people and organizations filed a witness slip in support between the two bills. In opposition — a combined five people as of Friday.

During committee debate Wednesday, HB4755 received bipartisan support from state Rep. Regan Deering (R-Decatur).

She did have a point of contention, mentioning that approximately $4.5 million has already been allocated to soil and conservation districts in the governor’s budget proposal.

With the deadline approaching, Clay said the reason lawmakers may not see eye to eye on a solution is because their vision is elsewhere — Chicago.

While not as dependent on agriculture as some of the rest of the state, Clay said state officials should remember that these issues affect rural and urban communities alike.

“I would hope that lawmakers in Chicago can at least empathize with some of what’s going on down here,” Clay said. “A lot of the same issues that we see in Central and Southern Illinois, you can see them in Cook County and the collar counties too.”
