Homeless Fugitive Arrested for Masturbating Outside Woman’s Apartment

GAINESVILLE, Fla. – Jaimickel Donnel Florence, 29, was arrested early this morning after he allegedly masturbated while watching a woman through the window of her apartment near the University of Florida campus. Florence was already on probation and had been listed as a fugitive since early August, when a probation officer discovered that he had left his registered address and stopped responding to phone calls.

A Gainesville Police Department officer went to the 200 block of NW 15th Street after the woman reported that her security camera recorded a man staring through her window and masturbating at approximately 9:45 p.m. on October 2. According to the officer, the suspect was wearing distinctive shoes.

Police distributed the suspect’s description to patrol officers. On October 7, an officer spotted Florence in the 600 block of West University Avenue wearing shoes matching those described and arrested him. The arrest report states that Florence appears to be the man captured in the video.

A court document describes Florence as homeless. He was released from state prison on June 1 after serving a 2.5-year sentence in Alachua County for felony battery. On July 22, he received a citation in Alachua for driving with a suspended license, but he did not appear for a hearing in that case on August 26.

Florence also missed three batterer’s intervention treatment sessions in July and failed to complete an initial mental health assessment required within 60 days of his release from prison.

After contacting the mental health treatment office and learning that Florence had not attended the required sessions, his probation officer visited his last known address. The property owner reportedly said Florence had moved out because he was “aggravated.” Florence later texted her that he had relocated to Roanoke, Virginia, for a job. The probation officer said the message was sent July 30 from Florence’s last known phone number. He repeatedly called that number and confirmed with Florence’s former employer that Florence no longer worked there.

A warrant was issued August 12 for an alleged probation violation, and Florence was listed as a fugitive on the Department of Corrections’ website.

Florence faces charges of first-offense voyeurism, failing to appear at a criminal traffic hearing and violating probation. His record includes two felony convictions, both violent, and two nonviolent misdemeanor convictions. He has served one state prison sentence, was released June 1 and remains on probation in that case. Judge Joy Danne set bail at $15,000 on the voyeurism charge and $2,500 on the traffic charge, while ordering Florence held without bail until the probation violation is resolved.
