Teen’s Tragic Crime Highlights Flawed Justice System: Sheriff Reveals Shocking History

A teenager now facing charges for the fatal shooting of a Citadel cadet and his close friend had a history of offenses reaching back to 2021. Authorities argue that the suspect, despite his troubled past, repeatedly evaded significant consequences until this alleged double homicide came to light.

According to the DeLand Police Department of Florida, the tragic incident occurred around 10:40 p.m. on July 29, claiming the lives of 19-year-old Dustin Rose and 18-year-old Samson Campbell. An arrest warrant was issued for a 17-year-old suspect, who was apprehended by the U.S. Marshals Service on Wednesday, as announced by officials earlier in the week.

At a news conference on Wednesday, police highlighted that the individuals involved were acquainted “in some capacity.” Authorities further revealed that the arrested teen boasts a considerable criminal record.

While on a break from his studies at The Citadel Military College of South Carolina, Dustin Rose tragically lost his life. General Frank McKenzie, The Citadel’s President, expressed the profound loss in a message to the campus community shared with news outlets. He described Rose as a “team leader” who was both a cherished friend and classmate.

Volusia County Sheriff Mike Chitwood said the 17-year-old, whom News Media is not naming because he has not yet been charged as an adult, has a lengthy criminal history that includes charges of assault with a deadly weapon, multiple counts of battery and drug possession.

“We’re talking about aggravated battery and assault with a deadly weapon, carrying a concealed weapon, multiple counts of battery, criminal mischief, vehicle theft, trespassing, drug possession, another aggravated assault with a deadly weapon, resisting an officer, all dating back to 2021,” Chitwood said. “Charges that were either dropped, non-filed, dismissed, or at best, resolved with probation.”

Chitwood alleged that the teen’s ability to face little punishment is due to a lack of prosecution by the State Attorney for the Ninth Judicial Circuit of Florida, Monique Worrell. He said that before the alleged double murder, the teen was in a diversion program for drug possession and disturbing a school function.

“It makes you wonder if our justice system held [the teen] accountable from the start, maybe things would have turned out different,” the sheriff said.

Florida Attorney General James Uthmeier also criticized Worrell, saying her “neglect of duty and incompetence are a danger to the 9th Judicial Circuit.”

“Soft on crime policies do not work!” Uthmeier said.

Worrell said in a statement, “It is disappointing, but not surprising, that the appointed Attorney General continues to make politically motivated statements without knowing all the facts. Public safety deserves thoughtful leadership and not rhetoric designed to score political points.”

“The most recent case referenced by Volusia Sheriff Mike Chitwood that involves this juvenile did not occur within the Ninth Judicial Circuit, but rather his own Seventh Circuit and is therefore outside the jurisdiction of this office to speak to,” Worrell said.

The teen faces two counts of second-degree murder in relation to the shooting, but R.J. Larizza, state attorney of the Seventh Judicial Circuit, said during a news conference he would likely be charged as an adult. The teen suspect’s father was also arrested on charges of felony accessory after the fact.

Rose was also a member of the South Carolina National Guard, a spokeswoman confirmed with News Media.

Rachel Rose, Dustin’s mother, said he was “such a light in our family.”

“When they took him they took the very best part of me. We are devastated,” she told News Media.

One of the victims’ mothers may have been among the family members who found the two dead after they went unreachable by phone, police previously said.

Campbell, a DeLand native, had been staying with his aunt, Karen Chobin, in the Chicago area. Chobin said he was in town to grieve the recent death of the family’s 8-year-old dog and was staying with Rose’s grandparents.

Rose was in DeLand to help Campbell spread his dog’s ashes, Chobin said.

“It was a traumatic loss. It wasn’t a passing of old age. It was awful. And then for this to be what he’s welcomed with when he goes down there to mourn his loss is devastating,” Chobin said.

A man who once carried the title of inmate firefighter now faces charges for igniting the deadly Gann Fire in Northern California.

65-year-old Herbert Wayne Smith, who served his time over two decades ago while working at a California work camp, admitted to starting the blaze, according to reports from KCRA.

Smith’s journey in the Conservation Camp Program began in 1999 when he fought fires as an inmate firefighter in Soledad. He later continued this work at a Georgetown camp until his release on parole.

At the time of his incarceration, Smith was serving sentences for charges related to receiving stolen property and possession of a controlled substance, as noted by the news outlet.

The state’s correctional department explains that inmate firefighters are crucial in aiding state, local, and federal agencies during various emergencies, including fires and floods, as well as other natural and manmade catastrophes.

Inmates who work as firefighters typically are under  “minimum custody” status, the lowest security level, and must have 8 years or less remaining on their sentence.

The revelation comes as Smith admitted to starting the Gann Fire, which has burned thousands of acres and killed an animal breeder.

The victim, identified as Hinterland German Shepherds owner Susan Solari, told friends she could not leave as the flames approached because she refused to abandon her dogs. She had operated the breeding business for decades.

Smith was booked for recklessly causing a fire, operating equipment capable of producing sparks in vegetation without adhering to fire prevention requirements, and allowing a fire to escape control.

Smith has said he was using a saw to cut metal scraps so that he could sell them to pay for his wife’s birthday celebration when the fire started. He expressed regret about his actions.

“This is going to destroy my life, one way or another,” Smith said in an interview with KCRA.

“I’m so sorry for everything that’s happened. That was never my intent. I was just out there trying to get some money together, and it turned into this.”

Authorities accused Smith of operating the tool without clearing flammable vegetation and failing to have firefighting tools on hand. 

Eight years ago, Smith also ran into trouble when he allegedly started a fire on someone else’s property.

“The Calaveras County District Attorney’s Office is unwavering in its duty to base all charging decisions on the facts and the law, and is firmly committed to fairness in the pursuit of justice,” the county district attorney’s office said in a statement.

No formal charges have been filed yet.

Lake Mead’s Historic Low Sparks Urgent Calls for Colorado River Conservation

BOULDER CITY, Nev. – In a troubling marker for the Colorado River system, Lake Mead has sunk to an unprecedented low. This vital reservoir, which stands as the largest in the United States, has not been at such a depleted level since its filling nearly 90 years back.

Federal data reveals that on Friday, Lake Mead’s water level dipped to 1,040.4 feet (317.1 meters) above sea level. This places it just a hair under the previous record of 1,040.58 feet (317.27 meters), which had been set on July 28, 2022. Nestled on the border of Arizona and Nevada, just outside of Las Vegas, the reservoir is raising concerns among scientists and policymakers alike.

This development comes after an exceptionally dry winter, which yielded the smallest amount of snowpack ever recorded in the Colorado River Basin. This snowpack is crucial, as its meltwaters provide sustenance for the Colorado River—an essential water source for agriculture, industry, wildlife, power generation, and over 40 million residents spread across seven U.S. states, tribal nations, and Mexico.

Just a week ago, federal authorities proposed a short-term plan in an attempt to avert a looming catastrophe on this vital waterway. The intervention follows an impasse among river-reliant states—California, Colorado, Arizona, Nevada, New Mexico, Wyoming, and Utah—over long-term water allocation strategies. The federal proposal suggests that California, Nevada, and Arizona should equally bear the brunt of necessary water reductions.

For decades, unchecked water use coupled with a harsh climate and rising temperatures have steadily siphoned water out of Lake Mead and Lake Powell, the nation’s second-largest reservoir. Currently, both reservoirs, central to the Colorado River system, register at their lowest levels since nearly 70 years ago.

To protect the strained system’s ability to produce hydropower, federal officials said Thursday that they will not release cool Lake Powell water from Glen Canyon Dam in northern Arizona to protect a threatened native fish whose habitat is between the reservoirs.

Severe drought in 2022 on Lake Mead, which is held back by the Hoover Dam, exposed human remains and forced water officials in Las Vegas to pump water from deeper within the reservoir to continue to supply water to millions of people.

Kloots appeared on season 30 of the hit ABC competition show, where she was partnered with Alan Bersten. The pair ultimately placed fourth and lost to champions Iman Shumpert and pro Daniella Karagach. Kloots, however, would be game to try her hand at an all-star season.

“I would be there. I’m sure [casting director and executive producer] Deena Katz and ABC know that I would be there in a heartbeat,” she told Us. “I mean, it would be a dream come true. I’m so proud of that show.”

Kloots went on to gush about the series recently receiving an Emmy nomination, which she said was “so well deserved” given its “wonderful atmosphere.”

“Everybody’s rooting for each other,” she said. “There’s no jealousy or cattiness or fights or mean spirited. Everybody’s there to help each other. It’s such a wonderful experience. I would love to go back.”

While not quite an all-star season, Kloots did return to the ballroom for DWTS Con in Palm Springs earlier this month and performed a number alongside Bersten, 32, and former champ Hannah Brown.

“It was so fun, oh my gosh!” Kloots said. “I love that show so much and dancing has always been a part of my life. But then I packed my shoes away. When I got to do that show, it was such a part of my healing journey. I am forever grateful. So to be back with that family — and I say family because they are all those pros are incredible and they now have children. Everybody’s in the dressing room and playing with everybody, and they’re all so kind and so supportive and they work so hard. Then all the celebrities that came back are like me, they just love this show so much and have been so grateful to be a part of it. It’s just sort of like this big love fest amidst this crazy dancing.”

Days after appearing at the fan convention, Kloots launched the “Good Grief With Amanda Kloots” podcast with Dear Media. Kloots, whose husband Nick Cordero died in 2020 after facing COVID-19 complications, hopes to feature candid conversations about facing significant changes in life. (Kloots and Cordero shared son Elvis, whom they welcomed in 2019.)

“It’s been six years since I lost my husband. I do a lot of therapy, from science-backed therapy to very woo-woo — I live in Los Angeles, so I’ve done almost all of it,” she shared. “It was in this last year that I had this kind of turnaround in therapy with my relationship to grief.”

Kloots explained that she helps “a lot of widows” who she takes “under [her] wing and try to help because widows did that” for her when she was “newly grieving.”

“We all talk about how to survive grief in the beginning, but we don’t really talk about the beauty and the things that grief can teach us because we live with it,” she noted. “We live with it for the rest of our lives. It isn’t going anywhere, which was my misconception. I thought I could heal it, and I’d get my graduate certificate. And it isn’t that. It’s how you learn to live with it, and most importantly, how you can learn to love yourself again in this grief. So that’s hopefully the message of the podcast.”

Nestled in the vast expanses of the South Pacific Ocean, a diminutive island covering a mere 35 square kilometers is set to make its mark in the 2026 Australian Census.

Home to approximately 2,100 inhabitants, Norfolk Island proudly carries the distinction of being labeled “one of the most beautiful places on Earth”, a sentiment echoed by Nicholas Mostardo, the acting general manager of the Norfolk Island Regional Council (NIRC).

Mostardo, who relocated to this captivating subtropical island earlier this year, believes its stunning natural beauty and tightly-knit community create an experience unmatched anywhere else on the globe.

“It’s a place rich in natural splendor, inhabited by warm-hearted and generous people. In my experience, it stands as one of the most exceptional locales worldwide,” Mostardo commented to SBS News.

NIRC is navigating through a period of administration until 31 December 2026. This phase is part of Norfolk Island’s journey towards what the Australian government describes as a “new bespoke governance model”.

In the interim, Mostardo has been liaising with the Australian Bureau of Statistics (ABS) to help ensure Norfolk Island’s population is recorded during the Census of Population and Housing on 11 August.

“We’ve had several visits from the ABS zone manager and the assistant director of Census Mainstream and Enumeration. They’ve been coming out to ensure the community is well engaged and consulted on completing the form.”

A decade in the making

The Census has been conducted in Australia for more than a century, but this will be the third time Norfolk Island has ever participated in the survey. It also marks a decade since the Australian government passed reforms that led to the island being included in the Census.

It’s a change that was considered contentious by some.

In 1914, Norfolk became an Australian territory, but the “precise constitutional arrangement was not clear at the time”, according to an online statement by legal advisory firm Norfolk Advisory.

Around 65 years later, the Australian parliament allowed Norfolk Islanders to form a limited self-government. Following governance reforms passed in 2015 and implemented in 2016, the Australian government assumed responsibility for the island’s governance.

In 2023, Norfolk Island regained some involvement in its affairs through the establishment of a new advisory body, the Norfolk Island Governance Committee. The island is now considered an external territory of Australia.

This complex history has divided some people — including those of Pitcairn descent — about whether Norfolk Island should be counted during Australia’s Census.

Pitcairn Islanders were a genetic mix of Tahitian and English, the English part being direct descendants from the mutineers on the HMS Bounty — a bloodline that still runs strong today. In 1856, 194 people arrived on Norfolk Island from the neighbouring Pitcairn Islands.

According to information shared with SBS News by Norfolk Island People for Democracy (NIPD), Pitcairn Islanders have a distinct culture and speak the Norf’k-Pitcairn language (also known as ‘Pitkern-Norf’k’ or ‘Norfolk’), which blends 18th-century English and Tahitian.

NIPD has previously petitioned for the United Nations Special Committee on Decolonisation to recognise and list Norfolk Island as a non-self-governing territory. The group has described Australia’s relationship with the island as a “bloodless genocide”.

Norfolk Island ancestry

The ABS did not provide a statement to SBS News regarding Norfolk Island’s participation in the Census. It did refer to online information available about how to complete the Census on Norfolk Island.

The ABS outlines that “ancestry data reported for Norfolk Island from the 2021 Census is not comparable with ancestry data reported from censuses prior to and including 2011”. That’s because of differences in the way the ancestry question was asked.

The 2011 Norfolk Island Census asked a specific question about whether a person was of Pitcairn descent. It reported that 38.4 per cent of the population identified as having Pitcairn descent.

In Australia’s 2016 Census, people could identify up to two responses when asked about their ancestry, with 29.6 per cent of usual residents indicating they had Pitcairn ancestry. During the 2021 Census, this decreased to 25.1 per cent.

The ABS notes that the number of people with Pitcairn ancestry increased from 484 in 2016 to 550 in 2021. This year, people can list up to four responses on the ancestry question.

Mostardo told SBS News that the ABS has made “some new arrangements” to provide a “better reflection of responses for people that live on Norfolk Island”. He believes that has alleviated “some of the concerns that the community had [about the ancestry question] with prior censuses”.

“The Census is important to Norfolk. You know, it really will assist us and the Commonwealth government with funding arrangements for the island; assisting with things like strategic planning and economic capacity as well,” he said.

At the edge of the cliff on Norfolk Island, there are tall pine trees, rocks and turquoise-blue water.

The Council of Elders, Norfolk Island — which serves as the elected leaders and custodians of traditional knowledge and expressions of culture on Norfolk Island — has posted content on social media regarding the Census.

In response to one Facebook user who questioned why Norfolk Island was included in the Australian Census, the group responded: “In 2016, when the ABS took over the Census, there were many shortfalls for Norfolk. The change made long-term planning for Norfolk difficult.

“As the Council of Elders’ role is to advocate for the community, it became evident that we need to know more about the composition of our community today. The Council of Elders has engaged with the ABS to try to achieve this.”

Households on Norfolk Island can complete the Census online or by using the paper form provided.

Paper forms can be returned to the Supper Room on the island during the morning from 10 August to 16 August. Otherwise, Census field officers will return to collect forms in the provided privacy envelope.

The ABS specified that forms should not be mailed back.
