In a serene yet affluent corner of California, a heated legal clash is underway as homeowners confront a public agency’s push to dismantle their pools and gardens for essential sewer repairs. This unfolding drama takes place in Huntington Beach, a picturesque coastal enclave in the vicinity of Los Angeles, where a critical pipeline, dating back over six decades, traverses the backyards of 29 residences and requires urgent maintenance.

The crux of the dispute lies in the easements granted to these properties, which legally permit utility access. To repair the pipeline that lies buried under these homes, the Orange County Sanitation District (OC San) has proposed excavating substantial sections of the homeowners’ backyards.

While 13 residents have reached a settlement with OC San, agreeing to the demolition in exchange for compensation, a steadfast group of homeowners remains resistant. Unwilling to see their property disrupted, these individuals have taken their grievances to court, challenging the sanitation district’s approach.

Among the dissenters is Tony Shahidi, who voiced his concerns to KABC, stating, “Easement means access, but OC Sanitation sees this as no, they want possession.” His remarks encapsulate the tension between the homeowners’ rights and the agency’s need for access, highlighting the delicate balance between private property and public necessity.

‘And that’s what they have done. Effectively, they are taking possession of these people’s lands without giving them any kind of monetary consideration,’ Shahidi explained.

The median sale price of homes in Huntington Beach is $1.35 million, according to Redfin. Shahidi said that if the sanitation district demolishes his backyard, he will lose ‘$350,000 of equity’ in his house.

The sanitation district has said that pools and backyards on the street have limited its ability to perform repairs and preventative maintenance on the pipeline, and it has no way to gain access other than through demolition.

Jennifer Cabral, the Director of Communications for OC San told the Daily Mail: ‘The pipeline in this area collects and transports 10–25 million gallons of raw wastewater every day from 9 different cities.

‘The need for this work is driven by the age of the infrastructure and the importance of proactive maintenance. If access is restricted and maintenance is delayed, it increases the risk of sewer overflows, environmental harm, and impacts to public health.’

But homeowners are frustrated with the city, as they are now questioning why their requests to modify their yards were approved if those areas were part of the easement.

Homeowner Frank Clark, who purchased his house 55 years ago, told KABC that his plans to build a pool on his property were approved in 1973, and he thought ‘that was a done deal.’

But he has been told the pool now has to go as it sits on the sewer easement – something that he finds ‘outrageous.’

If Clark, Shahidi and the other homeowners fighting OC San in court lose their case, they could be responsible for paying to cover the costs of their own property’s demolition. The next hearing is scheduled for May 1.

Some homeowners who settled with the sanitation district regret the decision and were shocked by the level of damage to their properties.

Ted Beresford told CBS News that since demolition at his property began last month, ‘It’s been total, unmitigated chaos.’

Echoing Shahidi, the other homeowner on the street, Beresford also said: ‘I know there was an easement, however, an easement is not ownership. An easement is access. OC Sanitation interpreted this as an ownership.’

Cabral, the OC San Director of Communications, told the Daily Mail: ‘OC San is not taking ownership of private property—we are working within longstanding easements to maintain critical infrastructure that serves hundreds of thousands of residents.’

If the court rules in favor of the suing homeowners, it is unclear what will happen to the properties that have already had their yards demolished.

But a spokesman for OC San told KABC that the settlements signed by those individuals are binding, no matter what the court rules.

‘OC San understands that this work affects nearby residents, and we take those concerns seriously. Our goal is to be transparent and respectful while fulfilling our responsibility to protect public health and the environment,’ Cabral told the Daily Mail.

‘We remain committed to working with homeowners to minimize disruption and to restore impacted areas as quickly as possible once work is complete,’ she added.

The curtain is soon to fall on Season 3 of Justin Hartley’s popular series, Tracker.

Inspired by Jeffery Deaver’s novel, The Never Game, Tracker follows Colter, portrayed by Hartley, as he crisscrosses the nation in pursuit of missing persons—and occasionally, pets—while unraveling mysteries others have left unsolved. At 49, Hartley not only stars in the show but also takes on the role of executive producer, teasing fans with hints about the depths his character will reach.

As it wraps its third season, the CBS drama has thrived by combining gripping storylines, an array of guest appearances, and Hartley’s compelling performance. Over the seasons, Tracker has seen several cast departures, including Robin Weigert, Abby McEnany, and Eric Graise.

“I believe the show is evolving. If characters like Randy, Reenie, or Bobby aren’t growing, they’re reduced to mere plot devices,” executive producer Elwood Reid shared with Us Weekly in May 2025. “The essence of the show lies in exploring these personalities, preventing it from becoming predictable.”

With numerous unexpected cast changes, the question remains: who will return for Season 4 of Justin Hartley’s Tracker? Since its debut in February 2024, the CBS hit introduced audiences to the survivalist Colter as he embarks on missions to resolve various disappearance cases, supported by a diverse ensemble cast.

More recently, Reid weighed in on the onscreen changes. “What we’re realizing is there are characters that come on that if it worked, we’d bring them back,” he told Us in December 2025. “I do think the show can’t always do that. But when it does do that, it makes the world feel a little bit more connected.”

Reid noted there was only one constant on the show: Hartley’s fan-favorite character.

“The audience leans in because they’ve seen that character before. But I think they’re still thinking the central DNA of the show is Colter. With this guy, what makes him appealing is he is a mystery to himself,” he added. “He’s a mystery to the audience. We see him and his off time putting together some pieces of his past.”

He concluded, “I don’t know if we’ll ever put it all together, but he’s going to struggle to continue to do that. That’s just as far as we have thought. The biggest improvement we made this year — in my opinion — was getting people in the same room. Just that connectivity, I do think the audience is enjoying seeing their characters in the same place physically.”

Fiona Rene is the only OG — outside of Hartley — who has remained along with series regular Chris Lee. During season 3, Colter had to balance finding missing people while dealing with the revelation that his mother was responsible for his father’s death.

PBS Engineer Tragically Killed by Estranged Husband, According to Police Reports

A Kansas resident has been arrested following the fatal shooting of his estranged wife, according to local authorities in the Sunflower State.

Joshua Orlando, 29, is facing charges of first-degree murder that was both intentional and premeditated in connection with the death of 25-year-old Ivy Unruh, as documented by Sedgwick County court records.

The tragic event unfolded on the morning of April 17 at the Remington Apartments situated on East 37th Street North in Wichita, as detailed in a press release from the Wichita Police Department.

Responding to reports of a shooting, multiple law enforcement agencies, including the local police, the Bel Aire Police Department, and the Sedgwick County Sheriff’s Office, arrived at the scene, according to the police department.

Shortly after 8 a.m., officers discovered Unruh near “Building 5” with a gunshot wound to her upper body. A firearm was also located at the scene, authorities reported.

The victim was then rushed to a nearby hospital for treatment.

Police made quick work of the investigation.

Orlando, who is described as “married to but separated from the victim,” was taken into custody at the apartment complex.

“He was transported to the Wichita Police Investigations Bureau for an interview and later booked into the Sedgwick County Jail on a charge of aggravated battery,” the press release reads.

On April 20, however, Unruh succumbed to her injuries.

Following the woman’s death, the defendant was rebooked into jail and his case was presented to the Sedgwick County District Attorney’s Office for formal charges the next day, police said.

Unruh worked for PBS Kansas as a broadcast engineer.

Her coworkers said they were blindsided by her death in comments to Wichita-based ABC affiliate KAKE.

“I heard about it and I was first informed, and the first thing I did was slam the desk with my two hands — bang, what?” PBS Kansas President Victor Hogstrom said. “That was my reaction. I couldn’t believe it.”

The network’s president recalled the slain woman’s work ethic.

“She was very motivated,” Hogstrom said. “She was trustworthy. She worked with people well. She was smart and very intelligent. She was a good employee. We’re all missing her from here, a very dependable person.”

Details are scarce on what precipitated the fatal shooting. Investigators are reportedly treating the case as domestic violence.

In a GoFundMe for funeral and memorial expenses, Unruh’s family made note of her former service in the U.S. Marine Corps — and suggested she had experienced domestic violence in the past.

“She served her country with honor, strength, and selflessness,” the online fundraiser reads. “To those who knew her, she was more than a Marine—she was a daughter, a sister, and a friend who brought light into the lives of others. She had the courage to walk away from a dangerous situation, yet tragically, her life was still taken.”

On Tuesday, Orlando was formally charged and made his first court appearance. He is being detained on $1.5 million bond and is next slated to appear in court on May 5 for a preliminary appearance.

The heartbroken husband of a mother-of-two, who was tragically killed during a home invasion, has shared the devastating moment that altered his life irreversibly.

Emma Lovell, aged 41, had spent Boxing Day 2022 with her husband Lee and their daughters, Scarlett and Kassie, engaging in festive activities like baking and playing games at their North Lakes residence. The couple later enjoyed some cocktails before retiring early for the night.

Several hours later, their lives were shattered when two teenagers, both 17 at the time, broke into their home north of Brisbane around 11:30 p.m., and Emma was fatally stabbed in the heart.

Lee, her husband of 22 years, also suffered stab wounds in the presence of their terrified daughters.

The teenager responsible for Emma’s death, now 19, had a history of 84 prior offenses but had never been detained until that fateful night.

Mr Lovell has opened up about being attacked in his own home – and how he didn’t realise his wife was gravely injured until his daughter saw she was bleeding.

‘By the time I looked back at Emma, she was, like, just, like, passed out on the floor,’ he told A Current Affair on Monday night.

‘And when Kassie came back, she was like, ‘Mum’s bleeding’, I’m like, ‘what do you mean?’

‘She’s bleeding and looked at her left side and I know it was just, like, soaked with blood, you know, and then that, like, panic sets in.’

As he was rushed to hospital, other paramedics performed open heart surgery on his wife on their front lawn.

‘To be at the hospital and be told that she hadn’t survived was a major shock,’ he recalled.

‘I was like, ‘I want to see her’ and sort of jumped off the bed and trying to walk through to see her without falling over really.’

Mr Lovell described seeing his wife’s killer in court as bizarre.

‘I hadn’t really seen him before and you just expect him to look like a monster, but he’s not, he’s an average young adult,’ he said.

‘For a while, I couldn’t really take my eyes off him.’

The teen was sentenced to 14 years behind bars with a non-parole period of almost 10 years in the Supreme Court in Brisbane last week.

It was one of the longest prison terms issued to a juvenile offender, but because he hadn’t yet turned 18, he could be a free man before his 30th birthday.

Had Ms Lovell been killed just four months later, her murderer would be facing life behind bars.

Mr Lovell was disappointed when his wife’s killer was sentenced to 14 years.

‘Then they start talking about only having to do 70 per cent … well, it’s not really 14 then is it?’ he said.

‘He isn’t 13 or 14 – he is 17 and four months away from being 18.

‘Another four months, and we wouldn’t even be talking about heinous crime or trying to push that over the line, we would have been talking straight up life sentence.’

The court heard that the teenager was a repeat burglar and car thief whose life of crimes started when he was 15.

Within two years, his lengthy rap sheet had grown to 84 offences.

Sixteen of the prior offences involved break-ins or attempted break-ins.

‘It’s pretty shocking to be honest, nothing was done sooner or picked up sooner,’ Mr Lovell said.

‘Time after time, crime after crime and all because we’ve got weak bail laws.

‘No one seems to want to lock anyone up anymore and innocent people are the ones to pick up the pieces.’

Emma’s eldest daughter Scarlett is now 16, just a year younger than the two boys who broke into their home that night.

‘I guess it’s just the way everyone’s raised differently,’ she told Allison Langdon.

‘You know, my parents raised me to be nice, polite and don’t really go around breaking the rules.

‘Of course, every teenager’s going want to rebel at some kind of stage and go out drinking with their friends and, you know, but I know I didn’t expect it to go as far as people actually entering people’s houses.’

Mr Lovell is now on a mission to campaign for tougher sentences, more police patrols at night and better support for families impacted by crime.

Two doctoral students from the University of South Florida have been missing for almost a week, leading local authorities to seek assistance from the public in their search efforts.

Zamil Limon and Nahida Bristy, both aged 27, were last seen separately on April 16 in Tampa, Florida, as reported by the University of South Florida Police Department (USFPD).

Limon, who is working towards a doctorate in geography and environmental science and policy at USF, was last observed at his residence around 9 a.m.

Meanwhile, Bristy, also a doctoral student at USF, is studying chemical engineering. She was last spotted approximately an hour later, around 10 a.m., on the USF Tampa campus, specifically at the NES Building.

The University of South Florida Police Department is spearheading the investigation, and they are urging anyone with information about the whereabouts of Limon and Bristy to come forward.

A family friend notified police April 17 at approximately 4:50 p.m. after concern grew over being unable to contact Limon and Bristy.

Both have since been added to the state and national missing persons databases, police said.

Limon’s brother told FOX 13 the situation is highly unusual, calling the doctoral students “responsible and punctual.”

“He is a very responsible and punctual person, and that’s why the situation is so unpredictable and unusual to us … like, and very suspicious,” Zubaer Ahmed, Limon’s younger brother in Bangladesh, told the outlet.

“We’re in deep pain, and [it’s a] devastating situation.”

Ahmed spoke to his brother just last Monday and said he shared that he would be busy working on his thesis. Limon’s research, his brother said, focuses on using generative AI to study Florida’s shrinking wetlands.

Ahmed said Limon and Bristy were discussing potentially getting married in the future but were focused on their education.

“Another important point that is they talked about having a future together, but they are not that serious about it. Both of them are thinking about whether we can marry together, and they are discussing that,” he said.

USF Public Information Officer Larry McKinnon told FOX 13 that “no stone would be left unturned” in the search for Limon and Bristy, though authorities see no signs of foul play.

“Everybody internally is obviously very concerned, as we are concerned. It’s not typical of their behavior. They’re graduate students,” McKinnon said. “We don’t have information that there is foul play or suspicious nature at this point.

“When we get to this point where we aren’t having success in locating them, then our next best source is the public. That’s where we are at,” he said. “Everybody’s hoping for a positive outcome on this. And that’s why we’re taking it very seriously and making sure we leave no stones unturned to try to find them.”

Detectives with the USFPD and the Hillsborough County Sheriff’s Office are investigating. Anyone with information is asked to call USFPD at 813-974-2628.

Papunya Residents File Lawsuit Against Government Over Unsafe Housing Amid Soaring 40°C Temperatures

In a significant move, the Aboriginal community of Papunya has initiated legal proceedings against the Northern Territory Government, alleging failure to ensure the safety of their housing amid severe heat conditions.

Four community members, guided by the Human Rights Law Centre, argue that long-standing governmental indifference towards public housing in remote areas, coupled with escalating temperatures, is adversely affecting their community’s health.

This week, they officially filed their case with the Federal Court.

Situated roughly 250 kilometers northwest of Alice Springs, Papunya endures temperatures soaring beyond 40 degrees Celsius. Unfortunately, many public housing units lack essential features such as proper insulation, shading, or air conditioning.

Such extreme heat can be life-threatening, especially for vulnerable groups, including young children, Elders, and those with chronic illnesses.

Papunya resident and applicant, Ashley Robertson, says most of the properties were built over three decades ago.

“They’re really rundown and not built for the kind of summers we’re getting now,” the Warlpiri and Luritja man said.

The 44-year-old is a grandfather, and lives with most of his family.

“When you’re living in a house with a lot of people, we’re going into hundreds of dollars of debt just to keep the house cool for a few days,” he said.

“When it gets really hot, people have to sleep outside. It’s hard on the kids and old people.”

He says the legal action is a call to the NT Government for housing that enables children in Papunya to live “happy healthy lives”.

It’s the first legal action that seeks to ensure that government are required to provide public housing that protect residents from the rising heat and will set a national precedent.

Luritja man and Papunya resident, Garrard Anderson, said the territory government hasn’t been listening to Aboriginal communities.

“There are major issues with housing in Papunya. Many houses don’t have insulation or working air conditioning and there’s a lot of overcrowding. In the summer when it’s hot, it’s just impossible to live in these conditions,” he said.

“The NT Government hasn’t been listening to Aboriginal communities when it comes to housing. We know what works for our community, and the Government needs to work with us on Aboriginal-led efforts for innovative, culturally appropriate, and sustainable housing.”

He said the case isn’t just about those who live in Papunya now, but those who have the right to live there in the future.

“I grew up here and this is a special place, with strong people and a proud tradition of art, music and culture,” he said.

“We’re fighting for the next generation who deserve to live on Country in housing that is safe, long-lasting, and fit for the climate here in Papunya.”

Human Rights Law Centre Senior Lawyer, Jack McLean said the NT Government is “failing families living in remote Aboriginal communities”.

“Our clients have repeatedly raised these concerns with the NT Government but to date have seen little action to improve their situation,” he said.

“The climate crisis is driving more dangerous and extreme heat events, and we know it’s only going to get worse.

“The Northern Territory Government and governments across Australia should be taking urgent action to invest in climate-safe housing as well as drastically curbing emissions to keep communities safe.”

In addition to these financial adjustments, Butler has outlined a series of comprehensive changes targeting the eligibility criteria for NDIS participation. These reforms are set to include budget reductions and the introduction of new stipulations for service providers, aiming to streamline the system while ensuring quality care.

A significant focus of the upcoming reforms will be tackling issues of fraud and non-compliance, which have reportedly drained billions from the scheme. By tightening oversight and accountability, the initiative hopes to safeguard the program’s resources.

As these plans begin to unfold, here’s what we currently understand about the impending transformations awaiting the NDIS.

The NDIS was created with the mission to support Australians living with permanent and significant disabilities, providing essential services and assistance to improve their quality of life.

It provides funding that allows people with disability to access support services, assistive technology, home modifications and more.

The NDIS is government-funded and Butler said it was designed to support about 410,000 people.

Today, it supports more than 750,000 participants, and the overhaul is aimed at reducing that figure to 600,000 in the years ahead.

What are the planned changes to the NDIS in 2026?

Planned changes to the scheme include:

introducing new eligibility assessments

removing diagnosis lists to determine eligibility

reducing the frequency of plan reassessments

ending the roll-over of unspent funds each year

cutting budgets for the “social and community participation” category

expanding mandatory registration categories for providers

introducing a new digital payment system

The changes won’t start coming into effect until July, at the earliest.

The government will introduce the National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill after the 2026-27 Budget is handed down in May.

The government has also indicated that more reforms will be introduced in the future.

Who will be eligible for the NDIS?

NDIS eligibility will be soon determined through functional assessment, not a diagnosis list.

A new eligibility assessment tool will be designed and introduced in January 2028.

It will be used to reassess existing participants and evaluate new applicants, and is expected to cut the number of participants by about 160,000.

Who is being removed from the NDIS?

Up to 160,000 people will be removed from the NDIS under the new eligibility rules in a bid to save billions.

Participants with lower support needs or higher functional capacity will be removed from the scheme, Butler said.

How will the NDIS changes affect people with autism?

Eligibility changes are likely to have a significant impact on participants with autism.

Many of those who have lower support needs and qualified for the NDIS through the diagnosis list will no longer be eligible.

That includes thousands of young children, many of whom will probably be moved to the government’s new Thriving Kids program, which was announced last year.

He did not provide an exact definition of “mild to moderate” autism.

The $4 billion state-run program does not exist yet and Queensland has already refused to sign on, leaving a big question mark hanging over the futures of children with autism who are moved off the NDIS under the government’s changes.

Will the NDIS changes affect providers?

Yes, though not all providers will be affected.

The proposed changes include a crackdown on unregistered providers by expanding the categories of mandatory registration.

Those categories will now include “higher risk activities” including personal care, daily living supports and supports provided in closed settings.

As a result, some – but not all – currently unregistered providers will need to get registered.

“We don’t need to monitor retail purchases from a chemist the same way we monitor close personal care of vulnerable people,” Butler said.

Will the NDIS changes affect support workers?

Mandatory registration changes for providers will likely have a roll-on effect on support workers.

Slashing average plan spend may also impact support workers, as individual NDIS participants may not be able to afford the same services from them.

Cuts to funding allocated to participants through the “social and community participation” category may also affect the services support workers can get paid for.

The Federal Bureau of Investigation initiated a probe into a New York Times journalist, Elizabeth Williamson, after she published an article scrutinizing FBI Director Kash Patel. The piece alleged that Patel had misused government resources to provide protection and travel benefits for his girlfriend, a country singer.

On Wednesday, the New York Times revealed this development, highlighting that some Justice Department officials were unsettled by the FBI’s actions. These officials perceived the investigation as potentially retaliatory and lacking sufficient legal justification.

Williamson’s article, dated February 28, was provocatively titled, “Kash Patel’s Girlfriend Seeks Fame and Fortune, Escorted by an F.B.I. SWAT Team.” In her report, she examined the alleged preferential treatment received by Patel’s girlfriend, Alexis Wilkins. To gather information, Williamson contacted Wilkins for an off-the-record discussion over the phone and exchanged emails, according to the Times.

Importantly, the Times noted that Williamson never met Wilkins in person during her reporting process.

Never was Williamson in Wilkins’ presence.

Yet after Wilkins received a death threat from an individual based in Boston, who sent it after reading Williamson’s article, FBI officials went through the bureau’s databases to see if the federal government had any information on the journalist that would suggest she needed further scrutiny, a source told the Times.

FBI officials looked into stalking statutes as part of that effort, the source said.

An FBI spokesperson verified that account, but said the matter into Williamson was quickly dropped.

‘Ms. Wilkins was interviewed by FBI agents in relation to a death threat in Boston, which specifically referenced an article published by Williamson the previous day,’ the spokesperson told the Times. ‘During this questioning, the agents inquired about the related reporting. While investigators were concerned about how the aggressive reporting techniques crossed lines of stalking, no further action regarding Williamson or the reporting was ever pursued by the FBI.’

The spokesperson wouldn’t say whether Patel was aware of the inquiry into the journalist or whether he condoned the use of government resources to probe standard newsgathering activities by a reporter.

The Times’ executive editor, Joseph Kahn, blasted the FBI in a statement.

‘The FBI’s attempt to criminalize routine reporting is a blatant violation of Elizabeth’s First Amendment rights and another attempt by this administration to prevent journalists from scrutinizing its actions,’ Kahn said. ‘It’s alarming. It’s unconstitutional. And it’s wrong.’

The February Times article highlighted Patel’s use of taxpayer-funded perks on the heels of his highly scrutinized trip to Milan for the Olympics, where he was seen partying with the US men’s hockey team after they won gold.

On Friday, the Atlantic released a report where sources outed Patel for excessive drinking.

The FBI director responded by filing a $250 million lawsuit against the magazine.

The Atlantic has stood by its reporting.

‘We stand by our reporting on Kash Patel, and we will vigorously defend The Atlantic and our journalists against this meritless lawsuit,’ a spokesperson said.
